Junior Maritime Counternarcotic Analyst/Data Manager
Location: Suitland MD
Clearance: Current TS/SCI
Integral Federal is seeking Junior Maritime Counter-Narcotic Analyst / Data Manager to support the Office of Naval Intelligence (ONI) Counter-Narcotics (CN) Division's mission to aid its customers in detecting, monitoring, and facilitating the interdiction of illicit transnational drug flows within the maritime domain.
- Conduct CD threat assessments of illicit drug/precursor chemicals being transshipped via commercial/non-commercial maritime vessels or methods, to include within shipping containers
- Conduct Automatic Identification System (AIS) analysis
- Prepare detailed assessments on drug trafficking organizations (DTO) and other illicit actors’ networks, affiliation with maritime transportation networks/companies, TTPs and maritime routes
- Provide analytic support to national, theater, and law enforcement intelligence requirements through varied assessments to include but not limited to:
- o DTO Threat Assessment
- o Regional Assessment of Maritime Narcotics Flows
- o CD Force Assessments
- o Port CD Threat Assessments
- o CN Baseline Assessments
- o Maritime Intelligence Report (MIR)
- o ONI Today (ONIT) Report
- o Maritime Capability Milestones Format
And
Conduct data entry into appropriate databases, tracking 10 U.S.C. 284(b) data, compiling data for quarterly reports.- Aid ONI CN Department leadership in its reporting of this data to DASD-CN/SP
- Consolidate, mine and analyze data from existing/future CN Department data to determine customer feedback that can improve formal and ad-hoc production.
- Send periodic surveys to CN Department customers to collect feedback on existing products to determine and track utility and accuracy of information.
- Work independently and with CN Department Leadership to understand database structure and data science processes, collaborating with end users to understand and troubleshoot platform issues and develop appropriate solutions when required.
- Analyze, define requirements, develop and create documentation for reporting to DASD-CN and, if determined by the TPOC, to Kennedy Command Staff
- Establish standards and best practices for requesting, prioritizing and developing reporting processes, and champion reporting quality, consistency, usability and reliability by documenting and applying best practices to design and development.
- Communicate project status and provide CN Department leadership updates and recommendations, and any additional requirements as determined by the TPOC.
Required:
Possess three (3) years all-source analytical experience that addresses experience writing or supporting analytical products; OR a bachelor’s degree in a related technical field (i.e. International Relations, Intelligence Analysis).- Have knowledge of or experience in data science, data management or data analytics.
- Understand and have a working knowledge of the Intelligence Community Analytic Standards as set by the Office of the Director of National Intelligence within the Intelligence Community Directive 203. The Contractor must demonstrate proficiency in Intelligence Production Tradecraft, which includes the following qualities:
- Classification of documents
- Intelligence Sourcing Methodology
- Using the Telegraphed Inverted Pyramid Model (TIPM); and
- Have a minimum four (4) years of experience working with Microsoft Office Software.
- Have a minimum two (2) years of experience demonstrating effective communication both orally and in writing.
Preferred Qualifications that will make you stand out:
Have knowledge of maritime security and capabilities- Have a minimum two (2) years of experience working knowledge of advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage etc.)
- Have a minimum two (2) years of experience utilizing a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.)
