What are the responsibilities and job description for the Advanced Applications Architect position at Intellibee?
PURPOSE:
This scope of work is for an Advanced Applications Architect necessary to support the software development operations of the Division of Children’s Medical Services (CMS). Contractor will provide these services to the Florida Department of Health (Department).
CRIMINAL BACKGROUND SCREENING:
The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor’s employee being disqualified from performing services pursuant to this agreement.
CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
- Twenty years of total application development experience.
- Twenty-five years of IT infrastructure experience.
- Three years of enterprise architecture experience.
- Ten years of experience in Object oriented programming.
- F Five years of experience as a project lead.
- Five years of experience JavaScript experience.
- Three years of experience in ASP.NET MVC and application development using C#.
- Two years of experience in Angular JS.
- Three years of architect design and development experience with .NET applications and entity framework.
- Five years of experience providing design review and best practices to development team in accordance with client project specifications.
- Two years of experience working in an Agile/Scrum environment.
- Five years of experience working with and managing Microsoft Team Foundation Server (TFS).
- Two years of experience with Azure cloud services, including build and release, Azure SQL triggers, pipelines, and configuration.
- Five years of experience with Department of Health IT security standards including data encryption and application hardening.
- Three years of experience managing scope to product owner specifications.
- One year of experience working with the Department of Health, Agency of Health Care Administration and Florida Health Kids electronic referral and enrollment files.
- Knowledge and experience working with Department of Financial Services systems including interfacing with their electronic automating of invoicing and voucher processes.
CONTRACTOR RESPONSIBILITIES:
SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

Attend and participate in all functions of an Agile Scrum development project as directed by the Department, including:
- Planning Sessions,
- Stand-Up Sessions,
- Review Sessions,
- Backlog Grooming Sessions,
- Pointing Sessions, and
- Retrospective
- Modify, create, and test application code, for identified Stories on a two-week cycle, with a zero-defect rate as directed by the Department.
- Document application modifications and additions daily as coding tasks are assigned by the Department, and store in a document repository that is managed and secured by the Department.
DATA SECURITY AND CONFIDENTIALITY TASK:
- The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
DELIVERABLES:

Contractor will complete and submit the following deliverables to the Department in the time and manner specified:
- Monthly: Provision of Advanced Applications Architect services in the time and manner specified in Tasks 6.1.1-6.1.3.
METHOD OF PAYMENT:
- A purchase order will be issued to the Contractor.
- The method of payment for this purchase order is unit rate.
- The Contractor will not receive payment in advance for goods or services described in this scope of work.
- The Contractor must submit an invoice monthly that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested.
- The Contractor is responsible for the performance of all tasks and deliverables contained in this scope of work.
PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES:
All deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:
- Failure to complete and submit Tasks 6.1.1-6.1.3 in the time and manner specified will result in a payment reduction equal to 5 percent of the total monthly invoiced amount.
- Failure to comply with Task 6.1.4, DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 5 percent of the total monthly invoiced amount for each day the Contractor is not in compliance.
