Introduction
WaTech is seeking a contracted Test and Cutover Lead to ensure successful planning, execution, and management of all testing activities related to the WaTech Workday implementation. This includes the validation of all configured functionality, integrations, and business processes to confirm that they meet agency needs. The Test and Cutover Lead will work closely with the WaTech project team, OneWa Program team, and other interested parties to ensure WaTech systems, business processes, and people are ready to support the statewide transformation. See attached SOW for additional position description detail and requirements.
Overview
Candidates will be assessed against the roles and responsibilities listed in the SOW, as well as relevant skills and experience for the position. Each applicant will be asked to submit a candidate application packet with the following:

Background:
One Washington (OneWA) Program
TheOne Washington (OneWA) Program is an enterprise business transformation project that will result in statewide implementation of the Workday ERP Software as a Service (SaaS) solution, and the retirement of AFRS – a legacy mainframe administrative and financial solution that is beyond end-of-life. Due to its large and complex nature, the OneWA Program will implement Workday in several phases, starting with phase 1a: core financials, which includes the implementation of the following functionality:
- Accounts receivable and invoicing
- Cost allocation for health & human service agencies
- Accounts payable and payments (not travel)
- Spending plans and budget controls
- Purchase authority and purchase item data
- Banking and settlements
- Fixed assets
- Interagency payments
- Centralized vendor and customer management
- New foundational data model (FDM)
- Encumbrance accounting
- Financial reporting
Several Office of Financial Management (OFM)-owned enterprise IT systems will be impacted in phase 1a (see Table 1 below) either through replacement, modification, or temporarily cross-walked to integrate with the Workday solution.

In response to the OneWA Program, WaTech established an agency specific OneWa project (WOW) to support the changes and to implement the Workday solution. The WOW project is focused on remediating WaTech systems and assessing and planning for future state business processes and the impacts to WaTech and WaTech stakeholders.
There are three WaTech systems that will be remediated in phase 1a (source: 163Readiness_tsgcomments.xlsx (sharepoint.com)
- Apptio. A mission critical cloud-based tool that provides cost transparency so WaTech (and agencies) can meet the statutory requirement to monitor and track IT investments across the enterprise including cost modeling and IT expenditures by agency.
- Financial Invoicing System (FINS). The interface system for all WaTech fees for service billing. It will need internal Chart of Accounts (COA) alignment with the current financial invoicing account coding.
- Human Resource Management System. This tool has recently been identified by the OFM HRMS team as requiring remediation. This is not part of the OneWA Program however it is considered in scope of the WOW project.
The OneWa Program and subsequent WaTech OneWa project supports the following Enterprise Technology Strategic Plan Goals:

- Goal 3: Innovative Technology Solutions Create a Better Washington. o Workday represents a shift towards modern, cloud-based technology. This flexibility supports ongoing innovation and the ability to incorporate new technological advancements. Washington State agencies can use this to create better services and prioritize service excellence.
Scope of the WaTech One Washington Project
The WaTech OneWA Project (WOW) aims to implement the Workday solution by remediating systems, assessing future-state business processes, and addressing impacts on WaTech and its stakeholders.
The primary objective of this SOW is to ensure the successful planning, execution, and management of all testing activities related to the WaTech Workday implementation. This includes the validation of all configured functionalities, integrations, and business processes to confirm that they meet agency needs.
The Test Lead is responsible for developing a comprehensive test strategy and plan, coordinating test activities, managing defects, and ensuring that all identified issues are resolved in a timely manner. The ultimate goal is to achieve a high-quality, defect-free deployment of the Workday system while ensuring that our WaTech systems, other enterprise systems (HRMS), and business processes work seamlessly together. This will minimize risks and ensure a smooth transition to the new platform.
Anticipated activities and responsibilities include:
Test Strategy and Planning
- Develop a comprehensive test strategy and plan that covers all aspects of the project, including legacy system changes, and other enterprise system changes impacting WaTech.
- Identify and document test objectives, test scope, test approach, and test deliverables.
- Define test metrics and key performance indicators (KPIs) to measure the effectiveness and efficiency of the testing process.
- Plan and coordinate all testing activities, including resource allocation, scheduling, and risk management.
- Identify and engage stakeholders in the testing process, including business users, technical teams, and external vendors.
- Define and implement a risk-based testing approach to prioritize testing efforts based on the critical business processes and high-risk areas.
- Analyze WaTech requirements, OneWa requirements, and OneWa user stories to determine the appropriate level of test coverage based on risk assessments.
- Identify and prioritize high-risk use cases that have a significant impact on critical business processes, financial data integrity, and system integration points.
- Determine the appropriate level of testing for each use case based on its risk level, complexity, and business impact.
- Allocate testing resources and efforts based on the prioritized functionality and risk levels to ensure adequate test coverage for high-risk areas.
- Continuously monitor and adjust the test coverage and prioritization based on the project progress, changes in requirements, and identified risks.
Test Case Development
- Develop test cases for WaTech Workday functionality, legacy system changes, new and changed business processes, new and changed integrations, and integration with Workday.
- Conduct test cases around user acceptance test, closed system testing, end to end test, functional tests, integration tests, and performance tests.
- Ensure that test cases are comprehensive, accurate, and aligned with the project requirements and business processes.
- Develop and maintain a test case repository to ensure traceability and reusability of test cases.
Test Execution and Defect Management
- Manage the execution of all test cases, including OneWa test cases that pertain to WaTech and additional test cases for WaTech throughout all phases of testing.
- Coordinate with agency subject matter experts (SMEs) to ensure their participation in the testing process and to collect their feedback and test results.
- Collect and consolidate test results from all testers and prepare comprehensive test reports.
- Manage defect resolution process, including defect reporting, prioritization, assignment, and tracking.
- Coordinate with development teams to ensure timely resolution of defects.
- Conduct regular defect triage meetings with stakeholders to review and prioritize defects.
Test Data and Environment Management
- Manage, facilitate, and prepare test data and test environments for all testing activities.
- Ensure that test data is representative of production data and covers all priority scenarios.
- Manage, where applicable, test environments to ensure they are available, stable, and configured correctly for testing.
- Coordinate with technical teams to set up and maintain test environments, including databases, servers, and network configurations.
Test Automation
- Evaluate and recommend test automation tools and frameworks for the project.
- Develop and maintain test automation scripts for regression testing and continuous integration testing.
- Integrate test automation into the overall testing process to improve efficiency and coverage.
- Ensure project performance and track progress with timeline and goals.
- Plan, monitor, and track key metrics for progress and performance.
- Identify root causes of projects’ performance shortfalls and opportunities to improve.
- Develop project communication and status in the form of a Word document, PowerPoint presentations, website content, and all other materials as required.
- Design and facilitate regular and ad-hoc project meetings, also participate in other project related meetings as needed.
Cutover Planning and Execution
- Lead and manage the WaTech cutover planning and execution in coordination with OneWa Program.
- Collaborate between One WA Program Teams, OneWA Agency Consultant, AST Lead (WaTech Project Manager), and WaTech to build out a detailed agency cutover checklist.
- Responsible for the completion of the agency cutover checklist using template provided by the OneWa Program, maintaining progress, and status updates in a timely manner.
- Field questions and escalations regarding agency cutover activities and work with the cutover team to close open items.
- Manage WaTech cutover tasks, risks, issues, and agency project timelines to assure progress towards cutover plan of record.
- Work with the appropriate WaTech system owners, business and technical subject-matter-experts, and workstreams to assure cutover and system remediation processes, deliverables, and milestones are developed and completed.
- In coordination with WaTech OneWA project manager, lead the WaTech cutover and remediation progress reporting to the OneWA Program and WaTech leadership.
- Lead and participate in the cutover planning, cutover plan review, mock cutover, and cutover execution activities.
Work will be performed utilizing WaTech standards, processes and tools. Where gaps exist, the Test Lead will be responsible for providing options for consideration and use. Work will be performed in a timely manner in accordance with established WaTech standards for quality.
Preferred education, experience, and competencies:
- Relevant professional experience in technical and project management.
- Minimum of 4 years of experience in software testing. This may include manual and automated testing.
- Minimum of 2 years as software testing or development lead for large-scale SaaD implementations.
- Strong knowledge of software testing methodologies, tools and frameworks.
- Experience and knowledge of cutover planning and execution principles and necessary activities.
- Experience with testing SaaS solutions and integration testing (e.g., API, data migration).
- Experience with test automation tools and frameworks.
- Strong leadership, communication and collaboration skills with cross-functional teams.
- Ability to work independently and manage multiple priorities and deadlines under tight deadlines.
- Experience with Workday implementations.
- Strong analytical skills to interpret complex data and generate actionable insights from testing.
- Experience in identifying and mitigating testing risks, particularly in large-scale SaaS implementations.
The Test Lead will identify gaps based on experience and best practice, provide recommendations, and work with project team members to ensure projects completion and success.
