The primary purpose of this position is to serve as a Measurement and Signatures Intelligence (MASINT) Visual Designer with the responsibility for the original design and production of computer-generated (CG) video and a variety of images for printed or web-based material. All deliverables will be used to support scientific and intelligence products.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS / GG grade based on the selectee's qualifications in relation to the job.

INDIVIDUAL OCCUPATIONAL REQUIREMENT :

EDUCATION :

Undergraduate and Graduate Education : Major study commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.

Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

EXPERIENCE :

Specialized Experience (for positions above GS-5) : Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.

IF USING EDUCATION TO QUALIFY : If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. An accrediting institution recognized by the U.S. Department of Education must accredit education.

As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.

SPECIALIZED EXPERIENCE : Applicants must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies / knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include : the ability to apply the principles of visual design; knowledge of the technical characteristics associated with various methods of visual display; and the ability to present subject matter information in a visual form that will convey the intended message to, or have the desired effect on, the intended audience, because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled. Appropriate experience may have been gained working with visual communication of information or the application of the principles of artistic design. Note : Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) :

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :

  • Knowledge of a wide range of visual communication, still and video imagery, illustration, design, layout principles, and concepts for the conception, planning, and execution of a variety of complex projects; knowledge and understanding of the management of complex multi-disciplinary projects.
  • Knowledge of graphic arts and media, perspective, layout, balance and contrast, color science, mixing and application, standard drawing practices and instruments.
  • Knowledge of incorporating visual products into a variety of communication tools and merge written objectives with still, video, and graphic imagery into a single product supporting public affairs messages.
  • Knowledge of NASIC's organizational goals, structure, resources, requirements, mission, and functions; knowledge of the relationship of the various organizations within NASIC that the GSMC VDT relies on as partners such as SCP, DTAC, and PA.
  • Knowledge and understanding of modern information technology architecture and practices, as well as implementation within the intelligence community; broad knowledge base across the concepts and principles comprising the conveyance of scientific and technical intelligence analysis through graphical means, as well as comprehensive understanding of its practice, gained through job experience (or equivalent educational experience and training).
  • Ability to integrate and coordinate multiple and related missions, functions, subjects, issues and situations across echelons to present and recommend solutions in a logical, cohesive format; ability to present subject matter information in a visual form to convey an intended message or to achieve a desired effect upon a specific audience and to communicate ideas concerning visual media both orally and written with tact and diplomacy.
  • Ability to maintain effective relationships with management officials, supervisors, employees, coworkers, and others to ensure cooperative resolution of problems and provide effective coordination of activities, and ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work
