About This Position
The head of Data Governance is part of the Technology and Transformation Department (TTD) and reports directly to the Chief Information Officer (CIO). In her/his capacity, the Head of Data Governance will ensure the organization is managing its data assets with accuracy, security, integrity, availability and compliance with internal and external standards. The head of Data Governance will work in close coordination with the Digital Transformation team, Data Management team, the Corporate and Operations Data unit, and the Regional and Sector group.
Data is fundamental to the mission of the IDB and the advancement of the IDB’s strategic priorities to deliver greater impact and scale. The IDB produced its first Strategic Approach to Data and Analytics in 2022 (“Data Strategy”) to create a more structured, strategic, and comprehensive approach to generating, acquiring, managing, and utilizing data. The Data Strategy seeks to align efforts in organizing, governing, analyzing, and deploying the organization’s data assets in support of shared strategic objectives, while also building a data culture that fosters accountability for data, data literacy, and ethical data use.
Achieving the objectives of Impact (IDB Institutional Strategy), requires ensuring the effective and efficient functioning of our internal processes, to comply with reporting requirements, and better ground analysis, decisions on high-quality data. The IDB established the need for strengthened data governance structure as a strategic priority, to set direction and ensure data can be trusted and used responsibly as well as readily accessible and available to incorporate into processes and be used by Data Technologies including Artificial Intelligence. As a result, in 2024 the IDB designed the structure and foundations of a Data Governance Framework and approved the basic organizational structure and core functions aiming to implement and run this Data Governance Framework.
The Data Governance Transversal Group is responsible for the overall orchestration of the Data Governance across the IDB Group, in particular for the IDB Data units (Data Management, Corporate and Operations Data Units and Regional and Sectors Data unit) and their related data stewards. The Group is also in charge of Data Literacy and Communication for the Group, Data Policy (excl. Data Privacy), and all Data Transversal activities.

The Head of Data Governance, in collaboration with the Digital Transformation team, will develop and execute an implementation roadmap to support the organization’s data governance framework from 2025 onwards, ensuring continuous improvement. This definition and implementation process must be carried out in close collaboration and coordination with key stakeholders at the IDB, including major vice-presidencies and departments (VP of Sectors, VP of Countries, VP of Finance and Administration, VP of Human Resources and Digital Transformation, and Strategic Planning Department).

Strategic Activities Should Encompass The Following
- Analyze the current state vis-a-vis the desired model, including workforce capacity and skill analysis (identifying overlaps and gaps, roles and responsibilities) of various data units, as well as the definition, measurement, and reporting of Data Governance KPIs.
- Procure and supervise data vendors to conduct due diligence in assessing the discrepancies between the approved Data Governance model and the existing setup, particularly regarding resources and profiles.
- Define a comprehensive transition and transformation plan that outlines changes in resources (re-skilling, job description modifications, addressing missing profiles), requirements for new processes or modifications in ways of working, and clear objectives for 2025 and beyond. This plan should also provide guidance on structuring and addressing any missing governance areas and establishing clear ownership of key functions.
- Develop the Data Governance Roadmap, emphasizing the 2025 transition and transformation plan. Initially, create a three-year roadmap that outlines the critical steps necessary to implement and enhance the data governance framework across the organization, with a focus on evolving towards AI Governance.
- Refine and maintain a detailed Data Governance Framework: A comprehensive framework that outlines the organization-wide governance plan, detailing new key processes, roles, and responsibilities.
- Develop a change management and communication strategy: Build and align a comprehensive change management plan with key stakeholders to ensure seamless adoption of the new framework, with particular emphasis on current data teams.
- Implement the roadmap, which includes establishing processes and mechanisms, creating a data stewardship program, and setting up processes and mechanisms for the new ecosystem
- Education: Master’s degree (or equivalent advanced degree) in information technology, Data Science, or other fields relevant to the responsibilities of the role.
- Experience:
- At least 6 years of demonstrated experience in project management, with a preference for data-related initiatives.
- Extensive experience in data governance frameworks, including data quality management, metadata management, data lineage, master data management.
- Entrepreneurial mindset with the ability to innovate and adapt within complex and dynamic environments.
- In-depth knowledge and experience in data governance, including current challenges and best practices.
- Exceptional communication and public speaking abilities, with the capacity to engage effectively with Senior Management and Board of Directors.
- Strong collaboration skills, with a proven track record of working effectively with cross-functional teams and demonstrating a leadership style that unites various stakeholders towards common goals.
- Results-driven mindset with problem-solving abilities, able to adapt to complex, dynamic
- environments and drive governance initiatives forward.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
