What are the responsibilities and job description for the WIC Modernization Grant Manager position at Inter-Tribal Council of Nevada?
JOB SUMMARY:
Under the supervision of the WIC Program Director, this position is responsible for the grant management and administrative services relating to the American Rescue Plan Act of 2021 funding provided to WIC. This position will plant and implement projects focused on enhancements that improve the WIC participant experience.
This is a grant funded position. The length of the assignment is dependent on funding availability. Grant operating timeline through September 2027.
ESSENTIAL FUNCTIONS:
- Participates in planning, coordinating, and administering multiple projects to improve the WIC experience including but not limited to text messaging, mobile phone support, online application and appointment scheduling, plain language and Limited English Proficiency (LEP) Support, data analysis, visualization, and ongoing measurement, publicly available data sets, improvements to the WIC shopping experience, additional technology and/or human centered design projects, data matching to improve outreach and streamline certification
- Develop and modify grant-related policies, procedures, and systems/processes related to grant projects
- Provide training to staff and other users such as Indian Health clinics or community partners for project implementation and logistics
- Monitor and ensure adherence to federal, state, and local laws and regulations guiding ITCN WIC
- Assist in the preparation of fiscal reporting and budget adjustment, tracking, and ordering
- Participate in procurement procedures including establishing contracts and bids with various providers to ensure most economic and efficient implementation in compliance with state and federal requirements/guidelines
- Work cohesively with other federal programs and health agencies to best modernize ITCN WIC operations
- Perform related duties as required
MINIMUM QUALIFICATIONS:
- Bachelor's degree from an accredited college or university with major in business, marketing, economics, social work, sociology, public administration, public health, nutrition or a related field
- Two years of experience with grant funded and/or federal programs
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :
- Must have great computer skills and proficiency with Microsoft Office programs
- Ability to focus on multiple ongoing projects at a time
- Ability to travel extensively, including overnight trips
- Must be able to work independently
- Efficient with communication to a variety of populations and able to conduct trainings in an efficient manner

Frequent bending/stooping; reaching above shoulder level and crouching as well as occasional push/pulling. Must be able to lift up to 50 pounds occasionally. 10% of time spend standing, 20% of time walking, and 70% of time spent sitting. Must have average hearing and visual acuity. Is required to use a phone and operate vehicles and have manual dexterity for keyboard and report writing. May require some exposure to anti-bacterial chemicals. May be exposed to fumes/dust, wet/damp surfaces when bringing equipment in and out, and exposure to hot/cold temperatures. May also be exposed to uneven terrain when carrying equipment. May be exposed to noise from clients and children crying and yelling in the clinic.
