InterAgency Inc. is a minority-owned DC-based small business specializing in permit management, environmental consulting, and other regulatory consulting services. Since 2011, InterAgency has led permitting efforts for some of the largest infrastructure projects in the DC Metro region.
Description: InterAgency is seeking a full-time Civil Engineer to support large civil infrastructure program(s) and commercial real estate development projects in Washington DC, on permitting and regulatory compliance. Civil Engineer will serve as the permitting liaison for all DC Government agencies (DDOT, DOB, DOEE), will pursue permits on behalf of the Client, and advise the Client and contractors on best practices for successful permitting and inspections efforts. The Civil Engineer must be proactive in communicating with prime teaming partners, Client stakeholders, InterAgency’s executive leadership, and other employees. This role is for someone who is detail-focused, organized, timely, self-motivated, and personable.
Education and Experience Requirements:
Minimum Requirements:
· Bachelor’s degree in Civil Engineering and 3 years' experience in a similar position (references required).
· Experience in civil infrastructure or large scale development projects.
· Proficient knowledge of DC Surface and Groundwater System (SGS).
Preferred Qualifications:
· Master’s degree in Civil Engineering and 5 years' experience in similar position (references required).
· Knowledge of DC Government permitting platforms (TOPS, SGS, ACA, ProjectDox).
Specific Job Duties:
· Submitting permit applications via online portals for Client projects to regulatory agencies (SGS, DDOT, DOB, DOEE, etc.).
· Reviewing permit submission documents for compliance with all Federal and local regulatory requirements.
· Tracking status of ongoing permits and providing Client and InterAgency project managers with regular updates regarding permit comments, responses, and issues.
· Ensuring that permit applications remain current and active, and facilitating Client’s payment of invoices in a timely manner.
· Advising Client and contractors on best practices for pursuing permit applications and negotiating approvals from regulatory agencies.
· Attending, facilitating, and sometimes leading standing meetings with Client stakeholders, Client’s CM and GC, and regulatory agencies to evaluate project statuses and ad-hoc meetings to resolve outstanding issues.
· Attend and provide feedback during over-the-shoulder review meetings of draft permit applications.
· Responding to submittals and RFIs via project management platform in a timely manner.
· Identifying potential risks that would cause impacts to the Client’s project schedule and working with Client Project Managers to develop solutions to eliminate or mitigate risk.
· Responding to daily emails and calls from Client and contractors.
· Interface with utility companies to deconflict competing projects.
· Developing materials as needed for Client progress calls and/or meetings.
· Maintaining a Permit and Easement Log to track compliance on all applicable permits and easements.
· Accurately documenting all work performed on a daily basis in Client’s and InterAgency’s time tracking platforms.
· Supporting accounting team in developing monthly invoices.
· Other duties assigned by supervisor in support of permit management operations.
Employment Conditions:
· Type: Full-time, exempt employment
· Location Requirements - Will work on-site at client location in SW DC (4 days) and 1 day from home.
Applicants should be prepared to work 5 days on-site at client’s notification.
· Hours: regular business hours, 8:00 am to 5:00 PM (EST).

Compensation and Benefits:
· Annual salary: $90,000-$110,000, commensurate with experience.
