SCOPE OF THE PROJECT: SCDHHS is seeking an experienced Project Manager to work directly with the IT Services team. The candidate should also have experience with SharePoint online and be able to act as SharePoint administrator. This position will be focused on analyzing, archiving, and documenting the agency SharePoint site, including flows, and configuration and work closely with project stakeholders (internal and external) and act as a liaison between the SharePoint team and management.
DAILY DUTIES / RESPONSIBILITIES:
Essential Responsibilities
1. The project manager will report to the SCDHHS Bureau Chief of Information Technology Services. They will work with DHHS network engineers and Content Management Team staff. The position is focused on analyzing, archiving, documenting & exchanging SharePoint knowledge with onsite team using industry best practices.
2. Interact with staff, other team members, all levels of management and internal and external organizations, including vendors performing outsourced work, in the compilation and management of information needed for project plans, portfolio/program plans, metrics, reports and project management documentation.
3. Establishes and implements project management processes and methodologies for the SharePoint clean-up project to ensure the project is delivered on time, within budget, adhere to high quality standards, and meet customer expectations.
4. Work with technical staff and business stakeholders to create deliverables and artifacts that are intended for audiences of varying levels of technical knowledge.
5. Determines and evaluates risks that may affect the project and implement a risk mitigation strategy.
6. Serve as a Subject Matter Expert (SME) and/or Point of Contact (POC) for developing and managing processes related to the SharePoint environment.
7. Make recommendations on specific improvements in efficiency, effectiveness, report template and structure, and productivity to leadership.
8. Create deliverables that will act as standard operating procedure documents for the SharePoint environment.
9. Act as a liaison between the technical team and management from various stakeholder areas including executive level management.
Program Experience:
Current or recent experience with IT related project management is required and will be given the highest weight. Experience should include well documented success with previous SharePoint projects as well as experience in an enterprise level SharePoint environment.

Technical Knowledge:
Experience with documentation and artifacts related to any or all the following technologies would be considered desirable for this position:

MS SharePoint (Current Online Version)
IT Network Infrastructure and Server Operations/Implementations
Project Management software (e.g., MS Project)
General Duties and Responsibilities:
1. Develop and implement a process and long-term strategy for managing the agency SharePoint site with a focus on documentation, clean-up, and archiving.
2. Develop, present, and administer a process for tracking SharePoint initiatives and projects to ensure regular tracking and reporting as well as efficient resource utilization.
3. Prepares status reports and provides updates to SharePoint stakeholders. Reviews progress and status of all projects and identifies specific activities to be performed to ensure project deliverables, milestones, and required tasks are completed according to project deadline.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Minimum 3 years IT related Project Management experience.
2. Minimum 3 years of working in a development role supporting SharePoint Online (O365).
3. Ability to present and prepare reports
4. Ability to assign appropriate priorities to work activities based on organizational goals and situational pressures
5. Ability to effectively plan and communicate work activities and deadlines
6. A deep understanding of SharePoint architecture, services & features, site design & best practices. Including performance tuning and updating/upgrading on premise environment.
7. Deep knowledge & understanding of the roles of SharePoint and the relationships to one another & business processes.
PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):
1. Working knowledge of XML/XSD/XSLT/CAML/LINQ
2. General experience working with SQL/MS BI Stack & other DBMS
3. Experience with healthcare and all healthcare related requirements
4. HIPAA, CDC, and other network infrastructure and server frameworks
5. Prior experience in working with Microsoft products as well as SolarWinds tools.
REQUIRED EDUCATION/CERTIFICATIONS:
1. Bachelors Degree and/or 5 years of related work experience
PREFERRED EDUCATION/CERTIFICATIONS:
1. PMP Certification
2. SharePoint Certification
