The Program Director will function as the overall administrator of the following programs: Employment Services (SEES), Workforce Education and Training (WET), Wellness Navigation (including Peer Partners for Health (PPH) Psychiatric Advanced Directive (PADS), OMNI non-residential programs is to reduce stigma and create meaningful roles in the community for adults with psychiatric disabilities, promote mental health and substance use recovery principles, secure and retain competitive employment, and build strong peer leaders. The Program Director works with the Assistant Program Director and OMNI Program Coordinator to develop innovative programs using evidence-based practices.

COMPENSATION

$87,235 - $141,440 annually. Exempt; Not eligible for overtime. Compensation is based on education and experience.

 

REPORTS TO

Division Director of Program Services.

 

QUALIFICATIONS

Required: Bachelors in a related filed plus two years of experience providing social rehabilitation or employment services with adults with psychiatric disabilities. Two years supervisory or program management experience including budget oversight and data collection. Excellent English oral and written communication skills. Knowledgeable regarding mental healht wellness and substance abuse recovery. Able to work as a member of a management team and a diverse staff group. 

 

Preferred: Masters in a related field, BBS Licensed eligible for LCSW, LMFT, or LPCC license , Bi-lingual in Spanish. 

 

Driver’s license for at least two years and driving record acceptable to insurance carrier.

Valid California driver's license; auto in safe operating condition; auto liability insurance; good driving record; criminal record clearance; proof of authorization to work in the United States as required by Immigration and Reform Act of 1986. Ability to work independently with minimal supervision.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

I. Program Leadership & Strategic Oversight

1.    Oversees the planning, coordination, and implementation of multiple programs, including Employment Services (SEES), Workforce Education and Training (WET), Wellness Navigation (including Peer Partners for Health (PPH) and Psychiatric Advanced Directives (PADS), OMNI (including Supported Education), and Success Over Stigma (SOS).

2.    Ensures each program operates effectively, aligns with organizational goals, meets performance targets, and promotes collaboration across teams to enhance service delivery.

3.    Develops and implements program procedures that support Individual Placement & Support (IPS) as well as other evidence-based practices, ensuring services are person-centered and grounded in best practices.

4.    Oversees facility operations, including safety protocols, staff coverage, and scheduling, to ensure a safe and efficient working environment.

5.    Manages and monitors program budgets, ensuring fiscal accountability and adherence to financial guidelines for all expenditures.

6.    Ensure that the program adheres to all standards and requirements set forth by the Commission on Accreditation of Rehabilitation Facilities (CARF). This includes preparing for and participating in CARF accreditation reviews, addressing any areas of improvement identified, and ensuring that all program practices align with CARF’s standards. 

7.    Collects and analyzes outcome and statistical data to evaluate program effectiveness and meet contractual and organizational objectives.

8.    Develops and maintains strong working relationships with key partners, including Monterey County Behavioral Health (MCBH), Department of Rehabilitation (DOR), other Interim programs, and related agencies.

9.    Conducts marketing and public relations activities as directed by the supervisor to promote programs and increase community engagement.

10. Develop and distribute client-facing materials and forms in both English and Spanish to ensure accessibility and clarity for all clients.

 

II. Staff Supervision & Development

1.    Provides supervision, evaluation, and performance management of program staff using a strengths-based, supportive approach.

2.    Facilitates and leads regular staff meetings, individual supervision sessions, and other programmatic and agency-wide meetings.

3.    Delivers ongoing training coaching, and develops individualized staff development plans to support professional growth.

4.    Models and promotes positive employee relations, professional conduct, and adherence to the principles of social rehabilitation and recovery-oriented care.

 

III. Client Services & Case Management

1.    Provide client-centered support and job search assistance, focusing on individualized approaches to meet clients’ needs.

2.    Manages client admissions and referrals, including assessment, interviews, and intake for individuals referred by Monterey County Behavioral Health Bureau and Interim Inc., with response timelines not exceeding 72 hours.

3.    Ensures timely and appropriate referrals are received and processed to meet established program outcomes.

4.    Maintain client confidentiality in accordance with HIPAA, MCBHB, and other relevant regulations.

5.    Set up and oversee client files and consumer records, ensuring compliance with all documentation requirements, including Medi-Cal.

6.    Assist in training staff on documentation standards and HIPAA compliance.

7.    Provide oversight of client discharge processes, ensuring smooth transitions and proper documentation.

8.    Create and maintain a feedback system to collect input from clients, staff, and agency stakeholders regarding services and areas for improvement.

 

IV. Employment Services (DOR Clients Focused)

1.    Completes Case Services Contract intakes and establishes files for Department of Rehabilitation (DOR)-referred clients. Reviews and monitors daily and monthly progress reports to ensure timely, accurate, and effective service delivery for all participating DOR clients.

2.    Provides individualized and group-based employment preparation services, including job-seeking skills, interview readiness, and job retention strategies. Supports clients in identifying and addressing barriers to employment through targeted vocational interventions.

3.    Develops and maintains relationships with employers to facilitate job opportunities for DOR clients. Educates employers on disabilities, job accommodations, and SEES program services. Conducts on-site job analyses and provides recommendations for job modifications and training needs. Travels to employer sites as needed to support job development and employer training.

4.    Actively participates in collaboration meetings with Monterey County Behavioral Health (MCBH), DOR, and SEES to coordinate care for mutual clients. Collaborates regularly with DOR staff, referral sources, significant others, and SEES team members to ensure seamless service planning and implementation.

5.    Advocates for and supports DOR clients on SSI and other benefit-related issues. When needed, refers clients to Central Coast Center for Independent Living (CCCIL) or DOR for specialized benefits counseling.

6.    Maintains a well-organized system to track job openings, employer contacts, client referrals, and related follow-up activities to support successful placements.

7.    Work an irregular schedule when necessary to meet program needs or client demands.

8.    Other duties as assigned.

 

PHYSICAL REQUIREMENTS

Ability to: operate a motor vehicle; climb stairs; possess good communication skills; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Capable of the following extended activities: standing, sitting, climbing stairs. Capable of the following intermittent activities: lifting 25 pounds or more and bending in the performance of infrequently performed office duties.
