Position Summary :
The International Code Council (ICC) is a member-focused association dedicated to helping the building community and the construction industry provide safe, resilient, and sustainable construction through the development and use of model codes (I-Codes) and standards used in the design, construction, and compliance processes. Most U.S. states and communities, federal agencies, and many global markets choose the I-Codes to set the standards for regulating construction, plumbing and sanitation, fire prevention, and energy conservation in the built environment. In addition to its codes and standards activities, the Code Council provides product testing and evaluation, accreditation, software and technology, professional development and training, and consulting services solutions for governments and businesses. The Code Council has roughly 60,000 members across nearly 400 state, local, tribal, and regional chapters.
Reporting to the Senior Vice President (SVP) of Government Relations, the Vice President, Federal Government Relations (VP), serves as primary conduit between ICC and the federal government. This position, working with the SVP, and through collaboration with ICC's Vice Presidents of Innovation and Fire and Disaster Mitigation and federal Government Relations Manager, will manage and direct the Code Council's federal legislative and regulatory policy priorities, and maintain and enhance ICC's advocacy presence in Washington, D.C. This position is charged with creating opportunities, mitigating risk, promoting policies, and seeking rulemaking and legislative opportunities that impact the building codes ICC develops and the broader Code Council Family of Solutions (FoS). This position will be responsible for developing and fostering relationships with elected officials and policy makers in all branches of the federal government as well as in the private sector. The VP will use those relationships and opportunities to shape and guide policies that impact or are of relevance to ICC's members and the ICC FoS. This position is either onsite or hybrid, based out of the Code Council's Washington, D.C. office.
A successful candidate will demonstrate exceptional written and oral communications, interpersonal, and project management skills; an in-depth understanding of federal legislative and regulatory processes; and the ability to collaborate, mentor, and work effectively on a team, work under deadline, distill and relay complex issues to diverse stakeholders, and build and sustain national coalitions to advance ICC's goals and objectives.
Position Responsibilities :
- Draft legislative proposals and strategies; responses to rulemakings and other administrative actions; testimony, fact sheets, bill summaries, op-eds, press releases, and other materials for decision-makers, ICC members, and the public
- Monitor and report on federal legislation and administrative actions, and analyze political climates and trends, including federal elections
- Develop and maintain relationships with federal agencies and their congressional authorizers / appropriators, including, for example, FEMA, HUD, DOE, EPA, State, and NIST
- Develop, manage, and leverage relationships with coalitions of national stakeholders, including task groups and committees
- Host briefings, forums, and roundtables on emerging trends and relevant topics for ICC
- Prepare and make presentations to federal officials and other interested parties the ICC FoS
- Represent ICC at member meetings, conferences, and trade shows
- Work with ICC's state and local government relations staff to capture federal opportunities at the state and local levels and to leverage state and local engagement to advance ICC's federal priorities
- Manage contract lobbyists to advance ICC's federal priorities
- Prepare annual cost center budget, manage cost center budget and track expenditures to ensure compliance with approved budget
- Develop and execute team and individual advocacy strategies, pivoting as necessary, to further the goals of the Government Relations Department and ICC FoS
- Establish and implement effective internal communications
- Preparing lobbying disclosures and filings
- Collaborate with and advise Federal Government Relations Manager on advancing policy priorities, outreach, events, and coalition activities
- Perform other tasks and duties as may be directed
