Job Overview:

The Cuban/Haitian Entrants (CHE) Services Supervisor leads the day-to-day activities of the CHE program staff, working closely with clients, colleagues, the Kentucky Office for Refugees (KOR), the Department of Community-Based Services (DCBS), healthcare providers, and other external partners. The supervisor ensures clients receive comprehensive service plans tailored to their needs, maximizing a wide range of financial, medical, social, and vocational resources by eligibility and program requirements.


Major responsibilities:

Staff Supervision, Outreach, and Compliance Responsibilities

  • Oversee the CHE team, including daily oversight of active caseloads, delegation of work assignments, and coaching.
  • Maintain up-to-date knowledge about community resources and refer ineligible clients to community resources such as local Departments of Social Services, shelters, food banks, crisis centers, and others as applicable.
  • Ensure all documentation is accurate and submitted timely to KOR and DCBS in compliance with policies and procedures.
  • Develop and maintain efficient data tracking systems and produce high-quality program reports.
  • Conduct outreach to potential clients and community partners about specific IRC programs or services in collaboration with the management team.
  • Cultivate a respectful, supportive, and inclusive environment for staff and clients.
  • Implement timely, client-centered interventions to ensure effective service delivery.
  • Ensure compliance with agency policies, procedures, and reporting requirements.
  • Lead training and coordination of volunteers and interns.
  • Perform other duties as assigned.

Direct Client Services

  • Collaborate with internal and external departments to ensure timely referrals.
  • Monitor client progress regularly, adjusting service plans and resources to improve outcomes.
  • Develop and maintain a network of local resources, sharing relevant contact information across programs.
  • Prepare and conduct enrollment meetings, ensuring clients understand their rights and responsibilities.
  • Lead monthly redetermination meetings to track participation in employment services and assess continued eligibility.
  • Prepare and submit case closure documentation according to program policies.
  • Use personal or insured vehicles and public transportation to transport clients and materials within the service area.

Position Reports to: Economic Empowerment Manager

Position Supervises: CHE Client Benefits Specialists, CHE Caseworkers, CHE Health & Wellness Specialists


Job requirements:

  • A high school diploma is required; a bachelor’s degree in social work or a related field is preferred.
  • At least two years of relevant experience is required; experience in refugee resettlement and the Refugee Support Services (RSS) program is preferred.
  • Fluency in English and Spanish and strong verbal and written communication skills are required.
  • Strong relationship-building, diplomacy, and networking skills; effectively building internal and external relationships.
  • Demonstrated success working and communicating effectively in a multicultural environment.
  • Self-starter with excellent problem-solving skills and proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); able to use the internet and other digital tools for data entry, research, and problem-solving.
  • Valid driver’s license and access to a personal, insured vehicle.
  • US work authorization is required.

Working environment:

  • A combination of the standard office environment and ‘field’ time within the service delivery area to perform the above-outlined responsibilities.
  • Position hours are Monday-Friday, 9:00 am-5:00 pm.
  • May require occasional weekend and/or evening work.


Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
