INGAA has an immediate opening for a Regulatory Policy Director. This position is part of the INGAA Regulatory team and will collaborate closely with professionals across INGAA’s Regulatory and Government Affairs departments to develop policy positions and advance regulatory advocacy before federal agencies and the Executive Branch.


This position will work on a broad range of substantive policy issues, including pipeline permitting policy, environmental regulations, and regulations related to pipeline operations, maintenance, safety, and security.


Here is what you will be doing:

  • Monitoring and updating the INGAA team and membership about developments on federal regulatory policies affecting the interstate natural gas pipeline industry, including actions taken by the U.S. Environmental Protection Agency, U.S. Department of Energy, Army Corps of Engineers, Council on Environmental Quality, Department of Interior, and others.
  • Support INGAA development of policy positions and strategies related to federal regulations and policies impacting the interstate natural gas pipeline industry.
  • Support INGAA policy committees and subject matter experts by coordinating responses to committee inquiries, including collecting and analyzing member data, and effectively communicating INGAA’s consensus positions through rulemaking comments, pleadings, and other advocacy materials by managing the development, drafting, and finalization of well-supported work products.
  • Proactively engage, educate and advocate before policymakers on the unique issues related to the permitting, siting, construction, and operation of interstate pipelines.
  • Prepare presentations for industry speaking events.
  • Participate in various technical conferences and report key takeaways to members.
  • Perform other related duties as assigned to support the team and organizational objectives.


Background and Qualifications:

  • Bachelor’s degree required, Master’s degree or JD from an accredited law school highly desirable.
  • 5-8 years’ experience working in Congress, a federal agency, or the Executive branch, or in a regulatory policy position at a relevant nonprofit or for-profit company, trade association, or interest group.
  • Possess in-depth knowledge of the federal regulatory process, including rulemaking procedures and agency practices.
  • Demonstrated policy expertise in more than one of the following areas: energy, natural gas, environmental, and infrastructure policy
  • Experience with the natural gas or pipeline industry is highly desirable.
  • Strong writing skills to draft effective agency filings, member communications, position statements, and testimony.
  • Demonstrate proficiency in Microsoft Office Suite, including use of PowerPoint for creating clear, professional presentations.
  • Ability to analyze technical data and communicate technical issues, both orally and in writing, to technical and non-technical audiences.
  • Facilitate meetings effectively, guiding discussions to achieve clear outcomes and build consensus among diverse stakeholders.
  • Exhibit strong organizational skills with the ability to manage multiple priorities, track details, and meet deadlines consistently.
  • Communicate clearly and professionally, with strong interpersonal skills to foster collaboration and maintain positive working relationships.


This position is full-time and includes a comprehensive benefits package, including a retirement match and employer-paid health insurance.


This position is based in Washington, DC with a hybrid work model reporting to the office at least three days a week. Some travel is required, typically 3 - 5 overnight trips out of the DMV area per year.


The anticipated base salary range for this position is $170,000-$195,000 per year plus annual incentive compensation. Final compensation will be determined based on a variety of factors, including the candidate’s education, relevant experience, and overall qualifications. Starting salaries are typically positioned toward the mid-point or lower end to allow for growth within the role over time.
