Job Summary
The Housing Specialist will prepare packages for funding submissions, assist in preparing reports to various government agencies, maintain tracking of budgets and documents related to housing projects, and maintain electronic and paper file systems. This position works closely with tribal citizens to assess their needs, provide support, and connect them with the appropriate programs while ensuring compliance with IBMI Housing regulations.
Duties & Responsibilities
- Responsible for coordinating programs and activities for the Ione Band of Miwok Indians Housing Department.
- Prepare reports, memos, letters, program budget reports and other documents. Prepare and submit reports and required documents to grant/contract agencies.
- Research, analyze and recommend public and private funding sources for housing/community development and supportive services to the Housing Director and/or the Director of Administration.
- Assist in the design and development of new housing programs and supportive services.
- Assist in preparing grant applications as needed.
- Manage record keeping, reporting and compliance process of development activities. Assure that appropriate procurement inspections are performed, that financial records and reports are prepared in a timely and accurate manner and that proper files are maintained and secured. Maintain construction vendor files and contract files. Develop and maintain procurement files.
- Maintain case files in accordance with NAHASDA and Tribal regulations. Ensure proper compliance with laws, regulations, and policies with funding agencies.
- Assist in the development of contract services for housing need studies and professional service contracts. Monitor compliance with Indian preference requirements & other preferential requirements for subcontractors.
- Attend General Council meetings as requested and maintain effective working relationships with governmental organizations, non-profit organizations, funding agencies and Tribal citizens.
- Monitor the ongoing provision of services from community agencies and keep the Indian Housing Plan (IHP) current with HUD/NAHASDA guidelines.
- Maintain confidentiality in all aspects of the position.
- Responsible for additional duties as required or assigned.
Minimum Qualifications
- A minimum of two years experience in a Housing Program Support position, experience in tracking budgets, case files, and procurement knowledge.
- High School Diploma and AA degree. Two (2) years of responsible program support experience may be substituted for education.
- Must be able to relate to, understand, and have a working knowledge of the American Indian community; Must possess writing skills, proper phone etiquette, clerical skills, Microsoft Office (word and excel), dependable work ethic, and problem-solving skills; Must possess ability to work well under pressure, meet multiple and sometimes competing deadlines, ability to work with the public and ability to take initiative; Must demonstrate cooperative behavior with supervisors, subordinates, colleagues and clients; Must be motivated and a self-starter with the demonstrated ability to exercise sound independent judgment.
Knowledge and Abilities
Knowledge of Housing and development within the Ione Band of Miwok Indians Housing Department and HUD/NAHASDA requirements. Planning of budgeting principles and tracking forms. Purchasing and procurement knowledge. Ability to conduct housing inspections and development of proper procedures. Ability to develop a working knowledge of housing construction practices and components. Ability to work effectively with Tribal staff members, governmental agencies and non-profit organizations, financial institutions, and Tribal Members of the Ione Band of Miwok Indians. Ability to educate Tribal members on the Housing Department application process. Ability to assist in policy development in accordance with NAHASDA regulations.
