JOB SUMMARY: Perform routine maintenance on state and county highways, right of ways, highway safety appurtenances, buildings and grounds.
1. Required to hold certain WCHA Operation and Maintenance Skills Test Certifications for the machinery and equipment operated including Skid-steer Loader, Front End Loader, Pavement Router/Joint Cleaner, Broce Sweeper/Broom, Seeder/Mulcher, and Generator/Compressor.
2. Flagging traffic during maintenance, construction, repair, and emergency response incidents.
3. Perform all routine and emergency maintenance tasks related to specific sections or regions of the county to include but not limited to the following activities; Mowing
Mechanical and hand method clearing, brushing, and grubbing of trees, brush, and other vegetative debris
Spray herbaceous control methods
Snow fence installation and removal
Picking up litter, trash, and debris along the roadways and right of way
Repairing, installing, and maintaining fences
Patching potholes and cracks with paving materials
Filling, repairing, and maintaining shoulders
And other assigned tasks
4.Drives single axle, tandem axle, and tri-axle trucks whether for plowing snow, winging snow, and spreading salt products during winter storm responses or other tasks.
5. Must be available 24 hours a day, 7 days per week on nights, holidays, and weekends to respond to weather related emergencies or other incidents related to maintenance of the highways.
6. Must demonstrate regular and dependable attendance
7. Assists with all preventative maintenance and construction activities including but not limited to sealcoating, crackfilling, asphalt paving, pulverization, shouldering, placing culverts, long-line pavement marking, and other duties as depicted in the various crew daily Duty Descriptions.
8. Assist the various crews in the performance of general laborer work for the daily duties for each of their respective tasks: Road Oil, Road Construction, Pavement Marking, and Maintenance Patrol.
9. Assist with daily care, upkeep, cleaning, and maintenance and operations of various pieces of equipment and trucks keeping them in a neat, clean, orderly, and safe operating condition.
10. Assist with routine maintenance activities on trucks and equipment as assigned by the Shop Lead-person, Highway Operations Manager, or Highway Commissioner.
11. Perform any other duties as assigned.
Demonstrated Experience and Skills Required.
· Knowledge of traffic control flagging operations and signage installation.
· Ability to communicate effectively with peers, subordinates, and supervisors.
· Ability to understand and follow verbal and written directions
· Ability to read, write, add and subtract
· Ability to use/operate radios, hammers, wrenches, screwdrivers, power tools chainsaws, shovels, brooms, truck, tractors, equipment, air hammer, material handling equipment, mower, snow plow, breathing apparatus, pumps, compressors, generators and other small field tools.
· Hearing and eye protection as well as other safety protection devices are worn in this position.
· Corrected vision and hearing to functional level
Minimum Qualifications
- High school diploma/GED required (must be at least 18 years of age).
- Must have a valid Commercial Drivers License with classes A, B, C, D. The tanker (N) endorsement is required to be obtained within the probationary hiring period.
Conditions of Employment
Work Environment:
· Over 75% of the time, work is performed outside the workplace environment, possible exposure to mechanical hazards, and fast moving vehicles, slippery slopes or conditions, steep terrain, uneven or loose terrain and footing.
· About 50% of work is performed in extreme cold conditions or extreme heat; wet or humid conditions; hot or dry conditions; and vibrations.
· About 25% of work could be subject to dramatic shifts between extreme cold and normal or hot temperatures, dramatic shifts between heat and normal or cold temperatures, exposure to levels of noises that are very loud, distracting and/or uncomfortable, exposure to fumes, mists, gases and dust.
· About 10% of time is spent inside the workplace, electrical hazards, and noxious odors. In unusual situations, chemical, burn and height hazards may occur. Possible exposure to poorly ventilated and/or physically confined work sites.
Physical Requirements:
· Over 75% of time is spent talking, hearing, using far vision (the ability to distinguish objects at 20 ft. or further, with glasses if needed), and using near vision (ability to distinguish objects clearly at 20 inches or less, with glasses if needed).
· About 50% of time is spent standing, and a medium amount of handling.
· A lesser amount of time (25%) is spent on walking, sitting, balancing, bending/twisting, reaching, feeling, a low amount of lifting 10-20 lbs., a low to medium amount of carrying 10-20 lbs., a low amount of pushing objects weighing 10 lbs. or less across a surface, a low amount of handling effort, and of working with fingers to pick, pinch, press.
· About 20% of the time or less could require stooping, climbing using legs and feet, climbing using legs and arms for support, scaling fences, scaling steep banks or drop-offs, a medium lifting effort of objects weighing 20-40 lbs., a medium carrying effort of objects weighing 20-40 lbs., a medium amount of pushing/pulling requiring 25 lbs. of force to move, and medium level of manual dexterity with fingers.
· In unusual situations, kneeling, crouching, crawling, running, a high to very high level of lifting objects weighing 50 to 100 lbs., a high to very high level of carrying, a high to very high level of pushing/pulling, and a high level of manual dexterity with fingers.
