Position Overview
We are seeking a dynamic and detail oriented Workforce Consultant to join the Iowa Primary Care Association's workforce team. This role serves provides support on the implementation of programs and projects with Iowa’s Community Health Centers, including training and technical assistance efforts, which enhances the capabilities of community health centers to train future health professionals, as well as to advance the work of the Iowa PCA and Health Professional Education Training.
Key Responsibilities
- Support the assessment of and provide technical assistance and training to community health centers as they determine their capacity and readiness to train future healthcare professionals.
- Facilitate member relationships that encourage trust and open communication and allow for successful implantation of Bureau of Primary Health Care grant requirements.
- Engage in workforce related government agency and partner stakeholder meetings to ensure alignment with the Iowa PCA’s workforce efforts, as well as to identify opportunities for additional partnership or program work.
- Identify, establish, and sustain partnerships with National Training & Technical Assistance Providers (NTAPs), academic institutions, healthcare workforce pathway partners, provider associations, government agencies, and other health entities along the care delivery spectrum to support healthcare workforce training needs.
- Support health center development of workforce action plans to advance the HP-ET initiative, with the goal of at least 50 percent of health centers who completed the RTAT™ establishing a workforce action plan by Year 3.
- Assist health centers in identifying potential barriers that may prevent them from advancing HP-ET by the end of the project period (e.g., lack of initial assessment, accreditation standards, academic-community partnerships, preceptors, training space, simulation equipment/technology, paid traineeships).
- Provide an analysis of key factors to identify overarching patterns and structural- and/or system-level barriers preventing health centers from progressing through levels of readiness.
- Develop workforce-related webinars, workshops and other knowledge-sharing opportunities for CHCs to help address identified barriers.
- Provide T/TA through small and large group discussions (e.g., training sessions, learning collaboratives, webinars) on developing and strengthening academic-community partnerships to support HP-ET across all disciplines and educational levels
- Promote evidence-based models or promising practices that support HP-ET goals. This includes: Disseminate models that address implementation of health center preceptor recognition and incentive programs. Demonstrate the sustainability and return on investment associated with health professions training programs.
- Work with committees of the Iowa PCA to determine additional workforce planning which could include: attendance and/or presentations at board or committee meetings, administering the annual Compensation and Benefits Survey, sourcing for the Recruitment Center, or other pathway building activities.
- Write, edit, and disseminate, as necessary, workforce related guidelines, course descriptions, promotional materials, educational materials, toolkits, training manuals, newsletter articles and/or brochures with minimal oversight.
- Conduct research, develop reports and administer surveys; prepare scheduled and special reports; prepare information for grant reports; maintain program/project records and statistical information with minimal oversight.
- Participate or lead HR Peer Learning and WIT committee meetings.
- Supports Senior Director of Workforce Innovation in the creation of an ongoing comprehensive workforce plan.
Qualifications/Experience
- A Bachelor’s in business administration, healthcare administration/management, public health, human resources, or a related healthcare field, along with one to two years of health professions training program experience preferably in a residency program, NP/PA program, or medical assistant program or a related healthcare certification and experience in an equivalent role.
- 2 years of experience with community health centers or member-driven associations is preferred.
- Excellent written and oral communication skills with the ability to provide clear, concise directives.
- Technical assistance or training background required.
- Project or program management experience preferred. Excellent written and oral communication skills with the ability to provide clear accurate, and concise directives.
- Preference for someone who has experience in a residency program as a coordinator or other position who truly understands health education training programs.
- Has strong project or program management expertise including implementation and evaluation. Solid interpersonal and professional skills when engaging with the Iowa PCA membership and Board of Directors, vendors, and partner organizations.
