About the Project:
The Calexico Land Port of Entry (LPOE) Phase 2B is a federally funded modernization project designed to improve border security, pedestrian processing efficiency, and sustainability at one of the busiest U.S. border crossings. This initiative will replace the outdated Pedestrian Processing Facility, ensuring compliance with GSA's P-100 building standards, LEED certification, and high-performance sustainability requirements. The project spans 4 acres and requires extensive collaboration with federal and local agencies, including U.S. Customs and Border Protection (CBP), GSA, and local municipalities.
Position Overview:
The Senior Quality Assurance (QA) Manager will play a critical role in ensuring that construction and design elements meet federal quality, safety, and compliance standards. This position requires an expert in QA/QC processes, compliance verification, and documentation management to oversee all phases of the Calexico Land Port of Entry Phase 2B Project.
Key Responsibilities:
β Develop & Implement QA Plan β Oversee quality management across all project phases, ensuring compliance with federal regulations and sustainability goals.

Federal Compliance Oversight β Enforce adherence to GSAβs P-100 standards, LEED certification, and sustainability mandates, including Low Embodied Carbon (LEC) materials.

Technical Review & Documentation β Evaluate design and construction documents, identifying discrepancies and ensuring alignment with project requirements.

Inspection & Verification β Conduct on-site inspections, coordinate material testing, and verify adherence to approved methodologies.
β
Risk Mitigation β Identify potential quality risks and implement corrective actions to avoid project delays or compliance issues.

Collaboration & Reporting β Work closely with the General Services Administration (GSA), U.S. Customs and Border Protection (CBP), and other stakeholders, providing detailed reports and QA documentation.
Required Qualifications:
βοΈ Experience: 20 years in Quality Assurance (QA/QC) for large-scale construction projects, including recent experience managing $100M federal projects.
βοΈ Commitment: Full-time, on-site engagement throughout the design, construction, and commissioning phases (39-43 months).
βοΈ Technical Expertise: Strong background in LEED certification, Low Embodied Carbon (LEC) materials, and high-performance sustainable building standards.
βοΈ Knowledge of Federal Regulations: Familiarity with GSA building codes, P-100 standards, and federal contracting guidelines (FAR, GSAM).
βοΈ Leadership & Communication: Proven ability to coordinate multi-agency teams, oversee federal compliance audits, and manage risk mitigation plans.
βοΈ Education & Certifications: Degree in Construction Management, Architecture, Engineering, or related field (preferred).
