GENERAL STATEMENT OF DUTIESPerforms responsible law enforcement and investigative work in the solution of crimes and the identification, apprehension, and prosecution of persons suspected of committing criminal acts. DISTINGUISHING FEATURES OF THE CLASSAn employee in this class may conduct preliminary and supplementary investigations related to major crimes, economic, special victim, cold case, property, domestic violence, narcotics, and juvenile offenses within the Sheriff’s Department. Employees interview victims, complainants, witnesses, and suspects, as well as identify, collect, analyze, and preserve physical evidence, prepare reports, develop sources, and testify in court. Work may involve general criminal investigation or highly specialized types of investigations, such as those relating to vice, fraud, sex, domestic violence, and narcotic offenses; crimes against, by, and/or pertaining to youths; or specialized evidence identification work This work is performed under minimum supervision and requires the application of modern investigative techniques, sound judgment, and independent initiative in pursuit of work objectives and carrying an independent case load. Work involves frequent public contact which requires tact, firmness, and decisiveness. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from superior officers. The employees are subject to hazards associated with law enforcement including working in both inside and outside environments, in extreme cold weather, and exposure to various hazards such as exposure to atmospheric conditions, noise, vibration, and physical conditions. Employees are subject to Level III OSHA Standards on blood borne pathogens. Work is performed under the regular supervision and is evaluated through observation, review of reports, and discussion of case management.DUTIES AND RESPONSIBILITIESPrimary DutiesA Detective assigned to the Sex Crimes Unit may be tasks to investigate all crimes that occur within their jurisdiction. A Sex Crimes Detective will focus and generally be assigned to investigate Rape, Sexual Assaults, and Sexual related crimes against adults. In addition a Sex Crimes Detectives will be assigned to investigate Sexual related crimes, abuse, exploitation and other crimes against children.A Sex Crimes Detectives will interact with victims and suspects of all sexual related crimes and must possess the ability to maintain composure and confidentiality while investigating these often emotionally charged and sensitive crimes. A Sex Crimes Detective works closely with and on a regular basis with the District Attorney’s office, Child Advocacy Centers and the Department of Social Services.A Sex Crimes Detective works closely with other Detective Divisions and may assist in or be the primary investigator in other cases such as Property Crimes, Financial Crimes, Narcotics Investigations and Crime Scene Investigations. A Sex Crimes Detective is expected to maintain a working knowledge of all areas of investigations. In addition a Sex Crimes Detective must be able to respond and assist with the General Duties of a Patrol Deputy to include answering calls for service. A Sex Crimes Detective generally works a work a shift of M-F from 8:00am to 5:00pm. However Weekend work and 7 day On-call periods are a requirement and will be generally required every 6 weeks. A Sex Crimes Detective may be called in on short or without notice depending on the needs of the agency and sometimes are required to work late or come in early.ESSENTIAL DUTIES AND TASKSConducts initial and follow-up investigations of criminal, economic, special victim, drug related and other criminal incidents; interviews persons in connection with all investigated incidents; develops contacts and information sources concerning drug, criminal, fraud, and juvenile activities; performs undercover operations and surveillance work as required; arrests offenders; identifies, collects, and preserves physical evidence; prepares written reports of investigative activities; testifies in court regarding investigative activities.Performs specialized narcotics investigations either leading or assisting with cases, developing sources, participating in task forces, performing or managing undercover operations and surveillance, and other specialized tasks.Interviews persons connected with crimes against children; investigates offenses involving youth; counsels delinquent and pre-delinquent youth, including referral to social service agencies; cooperates with representative of social service agencies in protecting youth from crime.Investigates economic crimes such as identity theft, fraud, and related crimes; works across jurisdiction lines to identify suspects and groups of suspects.Preserves crime scene, collects evidence, and processes that crime scene by taking photographs and video color photography, processes latent prints, obtains tool, tire and shoe impressions, collects hair and fiber evidence, collects other physical evidence, labels and packages evidence; analyzes all evidence and documents findings in prosecutions report; utilizes special identification equipment to project bullet trajectories.Conducts undercover operations to include drug raids, obtains search warrants and operates technical listening and video surveillance equipment.Cooperates with members of other local, state, and federal law enforcement and investigative agencies of multiple jurisdictions in the identification, location, apprehension, and arrest of offenders and in the investigation of criminal activities.Prepares case files and notes related to case management; or an equivalent combination of education and experience.SPECIAL REQUIREMENTSMust be at least 20 years of age and possess a valid North Carolina Driver's License and have completed the minimum requirements established by the North Carolina Justice Training and Standards Council for Certified Law Enforcement Officers.
