OVERVIEW & PURPOSE: Working on a 24/48 shift schedule, performs Basic level life support and firefighting for the assigned Volunteer Fire Department (VFD) with medical oversight from Emergency Medical Services (EMS). Responsible for responding to the scene of emergency and non-emergency calls and applying necessary medical treatment to sick or injured people. Work includes assuring that quality emergency patient care standards are in place, proper equipment and treatments are available, while using sound judgment to make treatment decisions. Work is subject to both inside and outside environmental conditions, extremes in temperatures, noise, vibrations, hazards associated with emergency medical work including exposures to fumes, odors, dusts mists, gases, poor ventilation, and oils. Because of the nature of the work, the employee is exposed to human blood and is subject to the OSHA requirements on blood borne pathogens. Work is performed in accordance with established Standard Operating Procedures Manual and under State and Local Medical Director approved protocols.Performs Firefighting duties including entering an immediately dangerous to life or health atmosphere, wearing a full-face respirator, working in extreme environmental conditions, wearing heavy and bulky personal protective equipment, engaging in rigorous physical activity, using specialized tools & equipment, technical rescue operations, and dealing with hazardous materials incidents. Other duties involve public interaction while assisting in fire prevention & fire education activities, routine station & equipment maintenance and house-keeping duties. Work is performed under the supervision of the Commanding Officer and is evaluated through peer review, conferences, observation, and public feedback.ESSENTIAL FUNCTIONS: Responds to alarms and assists in the suppression of fires, including rescue, entry, ventilating, salvage work and first response in emergency situations.Provides basic life support services.Coordinates emergency care procedures with physiciansPerforms and participates in technical rescues to include land and water operations.Drives and/or operates various medical and fire apparatus.Assists with hazardous materials incidents.Assists in maintaining fire apparatus, equipment, cleaning fire station and grounds.Presents programs to the community on safety, medical and fire prevention topics.Prepares and maintains reports related to operations, training, and professional development.Responds to emergency calls in a fire engine and performs necessary medical care and rescue work in accordance with established protocols; administers necessary emergency medical care requiring the use of a variety of specialized equipment.Serves as EMT in charge on calls; as required, directs care and response, and provides patient care; as needed, directs work of assigned EMT’s and Advanced EMT’s; provides training and mentoring of newer employees.Performs emergency medical acts in accordance with protocols established by the department and the County’s Medical DirectorPerforms patient assessment and life support techniques in accordance with the approved protocols including airway management and cardiopulmonary resuscitation; oxygen administration; hemorrhage control; treatment for shock; bandaging and dressing injuries and splinting of fractures and dislocations; treatment of injuries to various parts of the body; provision of basic life support for medical injuries, assisting in normal and abnormal childbirth, treatment of injuries and burns; lifting and moving patients for transfers to medical facilities, extrication of patients from confined areas, and other procedures within county protocols.Completes full patient care documentation through various paper and electronic based formats during and after calls for service including information for billing documentation, and legal accountability.Participates in a continuous training program to maintain certification and improve competence in medical technical work and operation; study’s street and road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay.Inspects and tests response vehicles and their emergency equipment, maintaining proper inventory of equipment and supplies; cleans and sanitizes equipment daily; ensures that they are in proper and good working order; makes routine adjustments, but reports other than minor defects for specialized attention.Maintains cleanliness and performs minor maintenance of facilities; cleans, sweeps, mops, etc.; exercises on duty to maintain health and fitness.ADDITIONAL FUNCTIONS: Assists with direction and control during disaster situations. Performs other related work as required.KNOWLEDGE, SKILLS, & ABILITIES: Considerable knowledge of equipment and supplies employed in emergency care of patients and accident victims.Considerable knowledge of equipment and supplies employed in Fire suppression and tactics.Considerable knowledge of county geography and locations of roads and streets.Skill in recognizing trauma and signs and symptoms of medical emergencies to determine appropriate treatment.Ability to perform duties in accordance with established emergency medical procedures and techniques, medical protocols and standing orders.Ability to work with a diverse socioeconomic population based on the unique situations encountered.Ability to respond quickly and calmly in emergencies and stressful situations.Ability to safely drive an emergency medical vehicle in adverse conditions and according to motor vehicle laws.Ability to communicate effectively in a tactful and firm manner with the public.Ability to deal with stress and death and dying patients.Ability to accurately record services provided on required forms.Ability to work with co-workers, law enforcement personnel, fire, medical personnel, patients and the general public.Ability to maintain vehicles, equipment, and facilities.Ability to maintain confidentiality of patient contact.EDUCATION/EXPERIENCE “REQUIREMENTS”: High School Diploma/GED is required. Must possess a valid unrestricted NC Class B Driver’s License. Required Certifications include: • EMT Certification by the NC Office of Emergency Medical Services. • North Carolina Firefighter II Certification confirmed by the NC Office of the State Fire Marshal.• Hazardous Materials Operations Certification• Incident Command System (ICS) 100, 200, 300, 400, 700, and 800 required within six months of hire. • NC Emergency Vehicle Driver Certification.ADDITIONAL “REQUIREMENTS”: NONE“PREFERRED” QUALIFICATIONS: Preferred or desirable qualifications include Driver Operator – Pumps Series; Technical Rescue Certification in Vehicle & Machinery Rescue, Agricultural Rescue, and Ropes Specialty; and/or BlueCard IC Certification.
