Normal Work Schedule: 37.5 - 40 hrs per week

GENERAL STATEMENT OF JOB

Under general supervision, incumbent performs basic to moderately complex accounting work in the preparation and maintenance of payroll records and any resulting accounts payable and/or accounts receivable for the Recreation Commission. Incumbent also performs general finance related technical and clerical work as assigned and required. Reports to the Finance Director.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Payroll -

Primarily processes payroll, performing such duties as establishing and maintaining accurate and up-to-date payroll information and employee files, processing direct deposits, processing payroll deductions, preparing gross earnings reports / payroll journals and related reports, printing and distributing paychecks, transmitting federal and state withholding taxes, etc.

Leads the preparation of various records and reports including payroll checks, payroll payables, payroll quarterly reports, W2’s.

Compiles and prepares all quarterly employment tax reports and the preparation and distribution of IRS forms W-3 and W-2.

Leads or assists with maintaining accurate and up-to-date vendor/customer records for all accounting areas as needed.

Receives and/or reviews various records and reports including timesheets, invoices/purchase orders, check requests/refunds, daily batch transactions, and bank/credit card statements and process as instructed or assigned.

Leads or assists with month-end close out of accounts payable and payroll activities from the accounting system.

Accounts Payable / Accounts Receivable -

Receives and/or reviews various records and reports including timesheets, invoices/purchase orders, check requests/refunds, daily batch transactions, and bank/credit card statements and process as instructed or assigned.

Prepares and processes accounts payable records and performs related functions, including but not limited to processing purchase orders, processing invoices for payment, reconciling invoices to purchase orders, processing check and refund requests, preparing manual and computer-generated checks, maintaining check registers, etc.

Assist with the production of yearly and reprint 1099’s, and other purchasing statements. Also assists with the maintenance of on-line purchase order systems.

Assist with the maintenance of contract files on all non-employees paid for services; coordinates contract updates as requested and assigned.

Reviews recreation registration and facility scheduling spreadsheets and reports; identifies and corrects clerical errors; reconciles to bank deposits and statements to determine proper accounting.

Performs other accounts receivable functions, including but not limited to preparing and mailing billings for reimbursement from external agencies; receiving, receipting, and recording various monies collected; preparing receipts for bank deposits, etc.

General Accounting -

Maintains fixed asset records and coordinates the placement of identification tags on new purchases as appropriate.

Compiles, prepares, and processes payroll, accounts payable, and quarterly financial reports.

Compiles and reviews daily transactions.

Compiles and prepares data for journal entries; assists the Finance Director as needed.

Performs general clerical work as required, including but not limited to entering computer data, preparing computer reports, typing reports and correspondence, copying and filing documents, sending and receiving faxes, answering the telephone, ordering office supplies, etc.

Receives, reviews, prepares and/or processes a variety of documents, including but not limited to expense reports, check requests, tax forms and records, checks, check registers, balance sheets, deposit slips, computer-generated reports and spreadsheets, and various other records, reports, memos, general correspondence, etc.

Refers to policy and procedure manuals, computer manuals, etc.

Operates an assortment of office equipment and machinery in the performance of daily activities, including a computer, printer, typewriter, calculator, fax machine, telephone, copier, switchboard, postage machine, etc.

Uses clerical and computer supplies; and a variety of computer software such as Financial Software, Recreational Software, Microsoft Office Products, etc.

Interacts and communicates with various groups and individuals including the Finance Director, co-workers, other department heads and employees, banking institutions, vendors, various outside agencies, and the general public.

ADDITIONAL JOB FUNCTIONS

Fills in at the reception desk or front window when needed or assist with the completion of bank deposits.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a vocational / technical school diploma in bookkeeping, business or accounting supplemented by nine to twelve months of experience in accounting or an acceptable related field, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, which involves the lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisor.

Language Ability: Requires ability to read a variety of policy and procedure manuals, financial documents, computer manuals, etc. Requires the ability to prepare routine reports, records, spreadsheets, receipts, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence: Requires the ability to apply principles of rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in oral, written, diagrammatic or schedule form. Requires the ability to learn and understand relatively complex principles and techniques; to make routine independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions. Must be able to communicate effectively and efficiently with persons of various ages, educational and cultural backgrounds using accounting terminology.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods, policies, and procedures of the Finance Department as they pertain to the performance of duties of the Accounting Clerk. Has considerable knowledge of pertinent Federal, State, and local laws, regulations, and guidelines; agency policies and procedures; proper record-keeping, report preparation, and filing systems and methods; basic principles of accounting and bookkeeping; proper English usage, punctuation, vocabulary, spelling, and grammar; modern office practices and technology, including the use of computers for word and data processing; operation of basic office equipment; basic business arithmetic. Is skilled in using computers and a variety of computer programs for administrative word processing, record keeping and reporting, performing required calculations with accuracy, and maintaining accurate accounting records. Is able to understand, interpret, and apply pertinent laws, regulations, codes, ordinances, policies, and procedures; provide efficient and effective technical and clerical support to department staff; perform a variety of accounting and clerical work involving independent judgment; organize work, set priorities, meet critical deadlines and follow up on assignments with a minimum of direction; learn and utilize new skills and information to improve job performance and efficiency; communicate effectively both orally and in writing; compose and/or prepare reports, records, and other documents and communications in a clear and concise manner; maintain confidentiality as required; establish and maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation; perform required calculations with accuracy; type accurately at speeds necessary for successful job performance; organize and maintain records and documents; work effectively in stressful or emergency situations.
