PRIMARY PURPOSE: The Transportation Operations Manager will oversee daily department schedules, assignment, facilitate the effective integration of technology and information into the Transportation department routing software used for supporting day-to-day operations and assist with planning department services and training of employees to ensure that safe and efficient transportation is available to students and staff as well as economical routing and student tracking.
QUALIFICATIONS:
Minimum Education/Certification:
- Bachelor’s Degree in related field and/or other equivalent experience or background
Required:
- Class B CDL w/P&S endorsements or able to obtain within 90-days of hire (start) date
- TAPT Transportation Specialist certification or able to obtain
- Ability to Pass DOT physical examination and random drug testing
Special Knowledge/Skills:
- Proficient map reading skills.
- Excellent communication and public relations skills.
- Proficient skills in typing, Excel, word processing, and other computer applications.
- Ability to maintain accurate and auditable records.
- Knowledge of acceptable school transportation standards and operations
- Knowledge of bus scheduling principles and practices
- Computer Skills – Internet, Microsoft Word, Excel, and Outlook Extensive Knowledge of Versa-Trans Routing software required, as well as Smart-tag student tracking.
- Ability to work cooperatively with people
- Ability to resolve conflict and work cooperatively with people and manage personnel.
- Ability to interpret district policy as well as local, state, and federal laws and regulations regarding pupil transportation
- Strong work ethic and excellent attendance record
Minimum Experience:
- Three (3) years IT systems and the management of software deployment.
- Three years (3) of experience in transportation operations, public school district experience
- Three years (3) of experience in office management/project management.
- Three years (3) of experience with Versa Trans routing software and Smart Tag student tracking, preferred
MAJOR RESPONSIBILITIES AND JOB DUTIES:
Operations
- Assist with Recruiting, training, and evaluation performance of assigned staff.
- Participate in interviewing, selecting, and assigning work to personnel.
- Make sound recommendations to Directors of Transportation relative to personnel placement, transfer, retention, and dismissal.
- Directly oversee Dispatchers and Dispatching program.
- Assist with managing final driving/evaluation of all new CDL school bus drivers or drivers in question.
- Conduct training regularly for the purpose of employees understanding routing processes & student tracking as well as Safety, Student management, and staff development.
- Schedule summer school bus routes and employee assignments.
- Analyze bus routes and recommend employee assignments as needed.
- Comply with the competitive purchasing requirements of the district.
- Assists in completing the state operations and route services reports, including verification of vehicles used in transportation of students.
Routing and Scheduling
- Develop bus routes, maps, and stops for all eligible students.
- Verify student eligibility for requested services.
- Monitor all routes to ensure that bus stops are efficient and safely located.
- Administer Random Moment Time Study for Federal Medicaid funding. (SHARS)
- Assist with routes, and employee assignments/absenteeism.
- Oversee Monitor training positions and schedules.
- Oversee Contracted vendor programs.
General:
- Responsible for district-wide Global Positioning System (GPS), tablet, student accountability, student ID cards, and school bus camera solutions.
- Perform minor repairs, preventative, maintenance, diagnostics, and inspections on all district vehicle GPS/Tablet systems.
- Use diagnostic equipment including computer to evaluate system communication problems in vehicles and printers.
- Maintain accurate records for customer support calls with vendors.
- Maintain and track warranty claims with multiple vendors.
- Attend and provide training to maintain and support installed equipment and software as well as campus and parent needs.
- Troubleshoot driver / student ID card issues and driver tablet issues.
- Interface with the Information Technology Department to facilitate installation of necessary software on existing LANs.
- Assist the Director of Transportation in any special projects or tasks within the department.
- Maintenance of all GPS, tablet, and camera equipment, including inventory, scheduling maintenance and repair.
- Maintain good public relations with drivers, school personnel, administrators, and other districts.
- Continually stay abreast of emerging technologies and make recommendations for future needs.
- Develop the appropriate skills to job assignment.
- Adhere to the Professional Code of Ethics and District policies.
- Obtain and Review bus video footage as requested by Assistant Director/or Director and manage shared file.
- Assist Safety Specialist with reporting workplace accidents and injuries.
Continue developing department dispatch program, processes, and procedures.
- Other duties as assigned.

Frequent travel of school district bus routes, Prolonged and irregular hours, and use of computer. Ability to respond appropriately in emergency situations.

Tools/Equipment Used: Computer, telephone, fax, calculator, and copier, camera and radio systems.
Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
