What are the responsibilities and job description for the Jail Substance Use Disorder Treatment Counselor position at Island County?
The Jail Residential Substance Use Treatment (RSAT) program provides substance use disorder treatment for incarcerated individuals at the Island County Jail. The Jail RSAT Counselor will work as a member of a multi-disciplinary team including the jail mental health counselor, the jail medical team, and the jail transition coordinator. The person in this position will be a member of the Island County Human Services staff and will work at the Island County Jail.
The RSAT counselor will provide appropriate evidence-based substance use treatment geared to the individual. This will include individual and group work using trauma informed care as well as cognitive behavior therapy to address criminogenic factors or other treatment modalities as appropriate. The RSAT counselor will work with the participant and the jail transitions staff to assess the participant’s aftercare needs and schedule follow-up appointments with community agencies prior to the individual’s departure.

- Provides individual/group counseling, conducts program-specific lectures, provides case management services on behalf of the client, arranges drug testing as required, provides coordination with jail transition staff for discharge/aftercare planning referral services.
- Completes clinical substance use disorder assessments to determine appropriateness for the program, to plan treatment and evaluate the ongoing progress of program participants.
- Determine necessary services in accordance with an American Society of Addiction Medicine (ASAM) assessment.
- Develops/implements treatment plans in collaboration with client and multi-disciplinary treatment team outlining desired treatment outcomes and intervention strategies.
- Maintains clinical documentation of all services provided and client contacts made from intake to discharge.
- Reviews client’s record and completes initial needs assessment within established time frame.
- Facilitates individual and process group psycho-educational sessions as defined by evidence-based practice and curriculum.
- Collaborates with medical staff to determine appropriate medications and treatment for client which may include Medications for treatment of Opioid Use Disorder (MOUD).
- Ensures client confidentiality/rights are maintained.
- Participates on multi-disciplinary treatment team for purposes of program evaluation development and case management consultation.
- Participates in staff meetings and attends training sessions as required.
- Completes assigned monthly reports and submits the reports as requested for supervisory review.
- Monitors the therapeutic environment and assures inmate compliance with all RSAT Program and Island County Jail rules and regulations.
- Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.
- Performs other duties as assigned by the supervisor, which are consistent with the position.

- Familiarity with client record documentation requirements; and of client services plan development and implementation.
- Maintains a high standard for accuracy, completeness, and efficiency in the preparation of reports.

- Good computer and data entry skills.
Required: Substance Use Disorder Professional license in the State of Washington preferred, or Substance Use Disorder Professional Trainee license in the State of Washington considered.
Bachelor’s degree in Social Work, Psychology, Human Services, or related field preferred.
2 years’ experience in providing crisis mental health/substance use case management services preferred.
Prior relevant experience and training may be substituted for years of experience.
Must be able to pass all background checks and maintain security clearance to work in a correctional facility.
Willingness to take part in training with law enforcement and jail policies and procedures.
