POSITION OVERVIEW: The Personnel Actions Specialist will provide support to transactional activities that are necessary to appoint, separate, record, and maintain personnel changes for NASA employees to produce updated Official Personnel Folder (OPF) data, SF50 data (Notification of Personnel Action) and non SF50 data (Maintenance transactions). The Specialist will provide support to processing in the areas of historical and retroactive corrections to personnel data to include updates to the personnel system required as a result of personnel history validations.
RESPONSIBILITIES:
- Process a full range of recurring and non-recurring personnel and payroll actions such as appointments in the competitive and excepted service (career-conditional, career, temporary, limited appointments), separations, position and pay changes (reassignments, promotions, change to lower grade, etc.) and employee status updates to include leave without pay (LWOP) and return to duty (RTD) actions.
- Review requests received from Center HR Offices and employees to analyze and correct historical personnel data.
- Review military and civilian personnel history for employees transferring from other agencies and validate against data in personnel system to identify any required updates or corrective actions.
- Communicate with employees, Center Human Resources Offices and other Federal Agencies to request documentation needed to validate personnel service history.
- Process complex personnel and pay actions such as corrections and retroactive position, pay changes and employee status updates to include service computation dates and veteran preference data elements.
- Provide oversight and review transactional processing in the areas of historical and retroactive corrections to personnel data to include updates to the personnel system required because of personnel history validation.
- Perform quality review of personnel and pay actions completed by PAR team members.
- Review existing work instructions, desk guides and training materials in support of the personnel action processing activity and provide recommended updates as needed.
REQUIRED:
- Minimum of 4 years of Federal HR experience in personnel action processing and maintenance of official personnel records.
- Experience and knowledge of PC-based computers and software experience using the Microsoft Office Suite including Word, Power Point, Excel, and Outlook.
- Knowledge of Office of Personnel Management (OPM) laws, regulations and standards to include The Guide to Processing Personnel Actions, The Guide to Personnel Recordkeeping, the Civil Service Retirement System (CSRS), CSRS Offset and Federal Employee Retirement System (FERS).
- Skilled in using technical systems that support Federal HR services.
- Possess excellent communication (verbal and written) and interpersonal skills.
WORK ENVIRONMENT AND PHYSICAL DEMANDS: Candidate must be able to function in general office environment.
