Position: MDA Facilities General Engineer, Intermediate
Overview: Support Directorate wide facilities engineering integration and operations functions including but not limited to planning, design, construction, acquisition, contract management, and cost estimating and analysis for the Facilities, MILCON, and Environmental Management Directorate, Missile Defense Agency (MDA). Travel up to 25% as required, both CONUS and OCONUS.
Responsibilities:
- Assist the Government Project Manager to plan, program, design, execute, and document Military Construction (MILCON), facilities sustainment, restoration, and modernization (SRM) projects, and deployed sites activation.
- Interact with and coordinate facilities design, construction, and activation/operations tasks with the government customer, host installations, A&E firms, and executing agencies.
- Develop facilities acquisition products that meet customer quality requirements. This includes defining the problem, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction, and reporting the work status. Typical products may include detailed calculations, drawings, procurement documents, design and installation packages, proposal evaluations, technical reports, vendor requirements, and detailed analyses.
- Participate in project planning and design scoping sessions, charrettes, and reviews.
- Provide support in project execution status reviews via status meetings and schedule reviews.
- Provide support for other technical activities as required.
- Provide input and technical guidance to CAD designer/drafters, designers, and lower-level team members working on the same project.
- Provide construction surveillance.
- Prepare project briefings in Microsoft PowerPoint and information papers in Microsoft Word.
- Draft, review, and contribute to technical reports and documentation.
- Other duties as assigned.
- BA/BS in Engineering from an ABET-accredited university with 7 years of Civil/Structural Engineering experience
- ME or MS degree in engineering plus five years of relevant engineering experience may be substituted for the seven years of relevant engineering experience requirement.
- BS degree in engineering and a Professional Engineer (PE) license plus five years of relevant engineering experience may be substituted for the seven years of relevant engineering experience requirement.
- Capable of executing technical support efforts for planning, design, construction, and maintenance/sustainment of the physical and natural built environments, and the administrative and mission facilities and infrastructure of the DoD customer.
- Capable of developing and utilizing analytic tools, techniques, and processes for both technical and administrative support activities.
- Capable of executing analytical tasks, utilizing analytical techniques and processes for complex developmental and operational programs.
- Possess in-depth technical and theoretical knowledge for an applicable facilities-related discipline.
- Expertise in execution of facility programming, budgeting, planning and design; environmental planning, studies, and analysis; and management of related project activities and schedules.
- Capable of working independently or contributing in a team to solve technical problems.
- CONUS and OCONUS travel up to 25% of time.
- Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, Visio, Access).
- Ability to present complex information and concepts to leaders at various organizational levels.
- Self-starter with a willingness to learn.
- Active Secret security clearance
- Ability to obtain/maintain a Top-Secret security clearance as required
Preferred Qualifications:
- Preferred majors: Business Management, Engineering, Construction, Interior Design, or other STEM field.
- Experience in facilities requirements development, design, construction, closeout, and configuration management.
- Experience in DoD site activation for deployed and test activities, U.S. and international sites.
- Knowledge of DoD facilities acquisition requiring development of DoD Form 1391 for military construction, and DoD Form 1354 for facility transfer.
- Working knowledge of USACE, NAVFAC, Air Force Engineering, or military installation DPW construction project execution, construction documents, shop drawings, RFIs, and submittal reviews.
- Experience with integrated project planning, management, and scheduling.
- Familiar with Unified Facilities Criteria (i.e. UFC 3-301-01, UFC 3-301-02), and Unified Facilities Guide Specifications (UFGS).
