Location - Onsite, rotation of our clinics, mobile units and admin office

Compensation - $145,000 - $165,000/annually

Job Summary

  • The position reports directly to the Chief Executive Officer and is part of the Senior Leadership team that supports the ETS mission through oversight and management of organizational strategy and operations.
  • The Vice President of Clinic Services is responsible for the overall operation and financial performance of all ETS ambulatory outpatient clinic and opioid treatment program operations (i.e., Clinic Services). This includes oversight of all medical, clinical, financial and program service delivery operations and outcomes.
  • The Vice President is responsible for ensuring ETS clinics provide the highest quality care in an environment that not only prioritizes and promotes harm reduction, healing and recovery, but also seeks to address the larger racial and cultural inequities in the health care system and the community at-large.
  • The Vice President is responsible not only for leading the organization more fully into the integrated managed care environment, but also the transition to whole person and team-based care through the use of clinical risk stratification methodologies, the adoption of quality improvement strategies, performance reporting and measurement, data-driven decision making, and other changes in support of the quadruple aim of health care reform: improved care, better outcomes, lower cost and better provider experience.

What You Contribute To This Role – Responsibilities

Organizational and Strategic Leadership

  • Help ETS succeed in carrying out our mission through working together with other leaders and staff to transform systems of harm and inequity to create different approaches to improving community health and safety through addressing substance use and homelessness.
  • Leads and supports organization-wide strategic planning, implementation and review processes, and collaborates with other senior leaders to facilitate, optimize and maximize organizational capacity and impact.
  • Delivers strategic recommendations to the CEO and the senior leadership team and/or directors council team as it relates to clinic operations, expansion and efficacy.
  • Leads and supports organization-wide efforts to advance racial equity and inclusion.
  • Provides regular updates, performance reports and consultation to the Board of Directors.
  • Partners with the CEO to represent ETS in national, state, regional and city/county stakeholder and constituent groups, governmental agencies and professional/provider associations and coalitions.
  • Models communication leadership by being accessible, approachable, transparent and proactive in managing communications with clients, staff and external partners and stakeholders.
  • Attend monthly Board of Directors meetings and staff a board committee or participate in a board led initiative as requested

Program Operations and Outcomes

  • Provides effective and inspiring leadership and sound operational management to Clinic Services.
  • Continually designs, develops and implements a data driven approach to clinic operations including key performance indicator dashboards, performance reporting, and annual patient and organizational outcomes.
  • Provides progressive and equity-focused leadership and supervision to all clinic leaders and managers.
  • Ensures ongoing review, revision and adherence to clinic policies and procedures.
  • Aligns clinical and operational structures to the strategic plan.
  • Sponsors and supports clinical and operational innovation and integration initiatives to include whole person care, evidence-based and promising practices, clinical risk stratification, mobile/field-based outreach, etc.
  • Partners with the Chief Financial Officer to develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into clinic operations and business plans.
  • Deepens the financial acumen of all budget managers through regular financial performance review, intentionally designed professional development learning opportunities, and budget building collaboration.
  • Serves as lead negotiator for all contract and rate reviews with funders.
  • Integrates electronic health record functions into a seamless clinical, operational and financial approach to clinic management and improvement.
  • Functions as the Opioid Treatment Program (OTP) Sponsor with the Substance Abuse Mental Health Services Administration and ensures regulatory and legal compliance regarding all functions within Clinic Services (e.g., internal audits, external audits and accreditation reviews, HIPAA and 42CFR adherence, etc.).
  • Provides leadership to all quality improvement processes and initiatives to improve clinic and program performance.
  • Manages risk by continually analyzing patient and employee safety data (e.g., medical errors, workplace injuries, etc.), participating in patient mortality data reviews, and ensuring thorough adherence to critical incident policies and procedures.
  • Supports and facilitates ETS’ continual involvement and participation in the National Institute of Drug Abuse’s Clinical Trials Network.
  • Leads and/or supports the design, development and implementation of employee learning and professional development opportunities

  • Invest in and build strong interpersonal relationships with other senior leaders.
  • Listen well and communicate clearly and effectively in a proactive, transparent, and diplomatic fashion in ways that contribute to trust building and teamwork.
  • Utilize sound judgement in making good decisions in a fast-paced, dynamic setting.
  • Meet, plan, and strategize regularly with other senior leaders to identify and plan around service division goals and objectives, and to embed and infuse sound operational management strategies throughout the organization.
  • Demonstrate executive-level presentation skills and an ability to “capture the room.”

Requirements

What you bring to this role – Qualifications:

  • Education and/or Relevant and Lived Experience (if applicable):
  • Bachelor’s degree in the social, behavioral, and health sciences or related field. Masters degree preferred.
  • 10 years of program and administrative operations behavioral health, homeless services, criminal-legal system services or related fields, experience in community-based non-profit health care services highly preferred.
  • 10 years working in health care, social services, or related field.

  • An understanding of racial justice and social equity, and a commitment to helping create an equitable environment for all ETS clients and patients as well as fellow staff.
  • Ability to establish and maintain effective working relationships with clients, patients, and staff from a wide variety of ethnic, socioeconomic, and cultural backgrounds.
  • Experience leading strategic planning and execution.
  • Be able to thrive in a work environment that is deadline orientated, dynamic, and fast-paced, and be able to quickly adapt to a continually evolving landscape and thrive in and autonomous role.

Additional Essential Information:Physical Conditions and Requirements:

  • The employee may be exposed to illicit drug residues and fumes or other bio-hazardous materials when carrying out job functions. There is also potential for exposure to bloodborne pathogens. ETS will provide employees with appropriate training to limit the risk of exposure to bloodborne pathogens. Policies and procedures are in place addressing each item specifically.
  • The employee is regularly required to sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms and talk or hear; frequently required to stand, walk, and kneel; occasionally to climb balance, or stoop; rarely to crouch or crawl.
  • The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, color, and peripheral vision and the ability to adjust focus. The noise level in the work environment is moderate.

  • Computer, photocopier, fax machine, and phone.
  • Possible use of a program vehicle, for which a valid Driver’s License and acceptable driving would be required.
