GENERAL PURPOSE AND SCOPE OF POSITION :
The Tax Offset Appeals and Bankruptcy Manager's primary role will be to help manage the College's Tax Offset Program by maintaining correspondence, analyzing records, coordinating hearings, hiring and training temporary workers, and providing pertinent research and support. The Manager is also responsible for the overall maintenance of student bankruptcy information and assisting with various tasks related to student accounts.
MAJOR RESPONSIBILITIES
Process and maintain all correspondence and files for the College's Tax Offset Program appeals.
Serve as back-up for the transmission of files to and from the Indiana Department of Revenue (IDOR).Schedule and coordinate hearings and associated arrangements for the Tax Offset Program including scheduling telephone hearings, sending out hearing notices, answering petitioner's inquiries, etc.; send appeal forms and documents to panel members prior to hearings; analyze and convert tax offset appeal data into a yearly report for internal stakeholders.Research certain petitioner claims to ensure release of tax offset to avoid a tax appeal hearing, if applicable, including corresponding with college personnel if more information is needed; work with Finance to process injured spouse requests and releases.Analyze student bankruptcy records and screen bankruptcy correspondence; develop and maintain bankruptcy review process; regularly review and update bankruptcy codes in Banner for accurate status; correct tax offset bankruptcy-related errors and issues; and respond to campus and student inquiries.Screen correspondence received from attorneys requesting information regarding their client's debt with Ivy Tech including researching, then responding.Assist in the monitoring of returned refunds in the cases of bankruptcy and tax offset and take appropriate action and proper timing.Manage the seasonal office staff for the Tax Offset Program, including conducting interviews, staff selection, training, and performance evaluation.Review and update tax offset training guide annually; ensure all weekly files received from IDOR are completed by weekly deadline; ensure money received through the Tax Offset Program is posted to each student's account in timely manner and enlist assistance from College personnel as needed.Evaluate existing processes related to tax offset and bankruptcy and identify opportunities for improvements.This is not to be construed as an exhaustive list. All responsibilities will be conducted within the parameters of the Family Educational Rights and Privacy Act (FERPA), other applicable regulatory requirements, and professional standards.

EDUCATION AND EXPERIENCE :
Bachelor's degree in Accounting, Business Administration, or related field required.Two or more years of experience in debt collections or bankruptcy is preferred.Experience with Ellucian Banner is preferred.Strong interpersonal and team-building skills are required.Problem-solving and conflict-resolution abilities are required.Must be able to work under deadlines and manage multiple projects simultaneously.Have a strong foundation in customer service with excellent verbal and written communication skills.Must demonstrate the ability to promote an inclusive environment that reflects the broad diversity and backgrounds represented by our students and employees and which every individual feels respected and valued.Excellent documentation skills are required.A collaborative field team player is required.Commitment to quality and attention to detail is required.Ivy Tech Community College is an accredited, equal opportunity / affirmative action employer.
