We are seeking a highly motivated and creative Junior Planner to join our team. The ideal candidate will have a passion for working with small municipalities to review and administer land use as well as comprehensive planning. This person should have a strong background in planning, specifically for Municipalities in Washington State.

Essential Functions:

  • Manage and review highly visible and complex land use development projects for compliance with local, state and federal requirements. Ensure proposals comply with applicable laws and regulations.
  • Assist with development and review of land use, transportation, housing, and other policies; writes and/or coordinates the review of code/policy language.
  • Update comprehensive plans for GMA planning communities in Washington.
  • Conduct research, perform analysis and make recommendations on various planning related topics; interpret land use and zoning regulations, draft staff reports and presentations, and present findings and recommendations to clients and community/citizen/advisory committee/hearings examiner/ board and commissions/City Council meetings.
  • Participate in and/or attend community/citizen/advisory/commission and Council meetings to learn about the interest to the community and provide an interested presence.
  • Respond to inquiries from the public, public agencies and the development community regarding planning, zoning, housing, transportation, annexation, growth management and other land use and community planning issues.

Qualifications

Experience and Education

  • Experience with working with Washington State land use and comprehensive planning preferred.
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Intermediate skills in Microsoft Office Suite

Knowledge

  • Urban Planning principles and practices.
  • Legal framework for land use, transportation, housing, and other planning related activities
  • Interaction among the economy, transportation, health and human services, housing, community development and land-use regulation.
  • Principles and practices of project management.
  • Principles of growth management, specifically as implemented in Washington state.
  • Social and environmental impact of planning decisions on communities.
  • Principles and practices of public engagement and outreach involving a wide range of people in making decisions.
  • Plan-making and project evaluation.
  • Urban spatial structure or physical design and the way in which cities work.
  • Pertinent federal, state and local laws that pertain to: land use, transportation, economic, environmental, zoning, land division, housing and open space planning

  • Analyze problems and identify alternative solutions.
  • Prepare and analyze technical and administrative reports, statements, and correspondence.
  • Manage and/or participate in interdisciplinary project teams.
  • Present data, information and recommendations to a wide variety of audiences, both in writing and verbally, in a manner that is easily understood.
  • Envision alternatives to the physical and social environments in which we live.
  • Analyze demographic, housing, employment and development information to discern trends in population, employment, and health
  • Solve problems using a balance of technical competence, creativity, and pragmatism.
  • Work within the implications of a political landscape.
  • Utilize geographic information systems.
  • Provide a high level of customer service at all times
  • Project and maintain a positive image with those contacted in the course of work
  • Develop and maintain collaborative and respectful working relationships with team members and others

Schedule:

  • 8 hour shift
  • Monday to Friday
  • After probation period, a hybrid schedule (up to 2 days WFH) may be considered.

Job Type: Full-time

Pay: $30.00 - $36.00 per hour
