CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: EQUIPMENT OPERATOR II
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform technical tasks to safely and efficiently operate a variety light and heavy equipment to perform tasks associated with County departments.
ESSENTIAL FUNCTIONS
The following duties are normal for this position and are a representative sample. Position assignments may vary. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs pre- and post-operation inspection of equipment; performs preventive maintenance on equipment and machinery; checks oil and fuel levels; cleans and washes trucks and equipment.
Safely and efficiently operates heavy equipment to perform tasks while being aware of surroundings, hazards, people, and other obstacles to ensure safety of employees and general public while maintaining traffic control.
Assists with the supervision of Equipment Operator I employees in training.
Operates a variety of hand and power tools while performing routine maintenance and emergency repairs of equipment.
Observes waste to identify hazardous materials or substances excluded from acceptance at regulated solid waste disposal facilities.
Operates light and heavy equipment to perform tasks associated with department, including: wood debris pushed up and contained; maintaining roads, bridges and drainage areas; preparing roads for paving and/or patching; clearing right-of-way areas; mowing and removing weeds and trees; loading trucks; moving dirt and debris; digging ditches; laying pipe; clearing drainage systems; and transporting, unloading and loading equipment.
Performs erosion control functions by placing straw, hay, rock and other barriers to prevent soil erosion.
Assists in or completes processes to form, pour and finish concrete for catch basins, pipes, sidewalks, etc.
Installs fencing and road signage.
Assists with maintaining closed department and road hazards.
Operates a two-way radio to communicate with other equipment operators.
Completes required paperwork, logs and duty incident reports including gathering and loading supplies needed for work assignments.
If necessary works during inclement weather situations, which may require extended work hours beyond normal work schedule (nights, weekends, holidays).

Knowledge of:
- Operating equipment in confined spaces;
- Equipment safety precautions and procedures;
- Traffic safety and control procedures;
- Emergency repair techniques;
- Erosion control measures and principles;
- County roads system and geography (department related);
- Road building, road, bridge and drainage maintenance, and/or repair procedures (department related).
Skill in:
- Operating light and heavy machinery and equipment;
- Performing preventative and routine maintenance;
- Using two-way radio and other communication equipment.
Ability to:
- Communicate using interpersonal skills when interacting with coworkers, supervisor, inmates, the general public, etc., sufficient to exchange or convey information and to receive work direction;
- Make decisions efficiently.
MINIMUM QUALIFICATIONS
High school diploma or equivalent. Three years of work experience operating a variety of equipment; maintenance and renovation tasks; or any equivalent combination of knowledge, skills, and abilities. Must be available for on-call work, as assigned. Must be able to work extended shifts as needed during inclement weather conditions May be required to have or be able to obtain a CDL (Commercial Driver’s License) with appropriate endorsements.

Requires the ability to operate and control the actions of the same equipment, machinery, and/or objects.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. May include counting, recording of counts, and basic measuring.
Functional Reasoning: Requires the ability to carry out detailed but routine written or oral instructions. Involves routine work according to clearly prescribed standard practices, with some latitude for independent judgment.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of heavy objects and materials (20-100 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.
Environmental Factors: Tasks may require exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, and toxic agents.
