Do you want to become part of a successful team? The Jackson County Assessor’s office is seeking to hire a Property Appraiser to join our team of dedicated Property Appraisal professionals. The ideal candidate will have excellent organizational skills and a keen eye for detail. This position performs general appraisal and data entry functions for the maintenance of the Jackson County assessment rolls, and provides excellent customer service and technical support for department staff and the citizens of Jackson County.
Jackson County is simultaneously recruiting for two similar positions within the Assessor’s office. The titles of these recruitments are

I. Position Summary
Performs responsible duties related to the assessment of residential, rural, commercial, income, farm and/or forest properties for tax evaluation purposes. Performs a full range of complex analytical tasks within a framework of established procedures with only occasional instruction or assistance.
II. Examples of Essential Position Duties (The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)
- Performs physical inspections of properties; inventories and appraises residential and rural for tax assessment purposes. Prepares appraisal reports, records and correspondence. Prepares and updates aerial photographs and field maps.
- Records information; computes market values and cost of reproduction; notes physical, functional or economic factors to establish fair and accurate values of real property. Maintains, updates, uses and protects current county records, special studies and historic data used in the performance of duties. Compiles and format raw data; schedules code grouping for input to a Computer Assisted Mass Appraisal software (CAMA). Describes and classifies property improvements using approved guidelines.
- Locates, investigates and confirms property sales; computes and establishes market value benchmarks, neighborhood adjustments, time trends and depreciation schedules.
- Inspects farms and forest properties; reviews income and properties for compliance with farm use guidelines and forest special assessment. Processes farm and forest applications; reviews and processes disqualifications and appeals. Conducts Farm Board meetings and studies; establishes and secures approval of farm values.
- Prepares and updates aerial photographs and field maps.
- Trains and provides work direction to new employees; informs and instructs staff in the principles and laws governing special assessments. Responds to public inquiries on property valuations, complaints, appeals and the appraisal process; explains policies and procedures.
- May represent the Jackson County Assessor’s office at the Board of Property Tax Appeals (BoPTA) and at Magistrate hearings.
- Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
- Develops and maintains effective internal and external working relationships at all levels.
- Has regular and reliable attendance. Overtime may be required.
III. Minimum Requirements (Performance of the essential duties of this position includes the following requirements, physical demands and/or working conditions)
Education and Experience
- Associate’s degree in property appraisal or a related field AND one year of related experience AND one year experience as a registered property appraiser; OR
- Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job, which must include one year experience as a registered property appraiser.
License, Certificate or Other
Requires possession of a valid driver’s license and an acceptable driving record. Certified as a Registered Property Appraiser with the state of Oregon as provided in Oregon Revised Statute 308.010 Adhere to continuing education requirements as provided in Oregon Revised Statute 308.010 3(a).

Knowledge, Skills and Abilities
Requires knowledge of theories, principles and techniques of real estate appraisal, farm and forest use special assessments; income approach to valuation; familiarity with the CAMA system used by the Department of Assessment and Taxation; farm commodities grown in the area and farming practices associated with them; property identification references; special assessment programs for farm and forest properties; exempt properties, taxing districts, property value appeal procedures, tax deferral programs; construction techniques, styles and materials. Ability to read and interpret maps and legal descriptions; determine whether properties are in compliance with stocking guidelines and reforestation plans; meet continuing education requirement to maintain an active Oregon state appraiser’s license; identify and analyze complex problems and make sound recommendations; use statistical analysis to prepare spread sheets, determine formulas; accurately input data to the county CAMA system; establish and maintain cooperative working relationships with those contacted in the course of work; use mathematics to calculate costs and establish property values; use a variety of office machines including computers, calculators and other appraisal tools and equipment; interpret and explain department policies and procedures.
Physical Demands (Performance of the essential duties of this position includes the following physical demands)
Requires the ability to perform field appraisals including exertion of a moderate amount of physical effort; requires sufficient hand/eye coordination and dexterity in the use of fingers, limbs or body to perform semi-skilled repetitive movements, filing, data entry and/or use of other office equipment or supplies; must be able to perceive forms and colors accurately; requires the ability to operate motor vehicles. Tasks involve frequent walking over rugged terrain and on steep slopes, standing, lifting and carrying objects up to 50 pounds and some climbing. Tasks are regularly performed outdoors with exposure to adverse environmental conditions such as heat, cold, wetness, dust, odors, vehicular exhaust fumes, and wildfire smoke. Requires driving.
Working Conditions (Performance of the essential duties of this position includes the following working conditions)
Incumbents are exposed to adverse weather, including extreme temperatures, rain, snow, sleet and hail. Incumbents are also exposed to dangerous or unpleasant conditions and substances, including noise, traffic hazards, biohazards, noxious plants and wildlife. May include exposure to disruptive people.
