- Purpose of Job
This position requires building relationships with and motivating Jobs Plus Program Participants to foster and empower economic, family, and educational self-sufficiency. The Jobs Plus Job Developer is a grant funded part-time position. These tasks are to be performed at a level that supports the Agency’s efforts to achieve the highest rating on HUD’s evaluation systems. The Jobs Plus Job Developer must have the ability to communicate with and motivate individuals from diverse social statuses, backgrounds, and industries.
Essential Duties and Responsibilities
- The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Learn and adhere to Jackson Housing Authority’s Policies and Procedures, the HUD operating guidelines relating to JPI in relations to Employment-related Services, Financial Incentives and Community Support for Work. Be knowledgeable of policies and procedures pertaining to human resource management and recruitment procedures.
- Responds courteously to calls, written requests, and e-mails from participants, service providers, and other authorized agencies and representatives to answer questions, and provide information and assistance as appropriate.
- Works with Agency staff and public and private community agencies to recruit participants for the Jobs Plus program. Maintains monthly face to face contact with participants to counsel participants on areas of employment, education, service needs, financial management, and other services.
- Assist with program outreach.
- Maintains contact with community agencies for the provision of services and assists program staff in accessing appropriate public or private community agencies to obtain specialized types of assistance for program participants.
- Develops, strengthens, and maintains close professional contact with business, industry, labor, and government representatives and job placement agencies.
- Collaborates with employers to develop employment opportunities and assists with prescreening and placement activities.
- Assists with training regarding employment-related skills and functions.
- Instructs and coaches clients on job search techniques, resume writing, applications, interviewing, and job retention.
- Develops research, knowledge and tools that will enable the development and implementation of effective employment and economic self-sufficiency services which may include on-the-job training, internships, or other work experience opportunities.
- Provides participants with relevant job leads and placement opportunities and informs them of related job duties, responsibilities, compensation, schedules, and work conditions.
- Organizes, develops, and implements recruitment events, job fairs, and other events.
- Ensures privacy and maintains security of confidential materials pertaining to activities and participants.
- Follow up with case managers and employers as necessary for participants placed in jobs and maintains communication with both groups to encourage strong lasting relationships.
- Prepares, submits, and files regularly scheduled reports as required on program activities, accomplishments, and employment data in a timely and accurate manner and delivers to the Program Director.
- Accountable for consistent adherence to strong Agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.
- Cross trains with staff on job-related software system, guidelines, and tactics.
- Work and consult with Jobs Plus Director, Administrative Assistant, Case Manager, and Property Managers and to achieve marketing, enrollment, and retention goals.

Knowledge of Job
- Knowledge of pertinent HUD regulations on the Jobs Plus program and public housing management, and comprehensive knowledge of Agency policies and procedures.

- Knowledge of accepted consultation and interviewing techniques.
- Knowledge of community agencies, resources, and other supportive services that can be utilized to aid program participants.

Minimum Training and Experience
Bachelor’s Degree from an accredited college or university in Workforce Development, Human Resources, Business, Social Work, or other closely related field and at least two (2) years of progressively responsible experience in workforce development, staffing, recruiting, employment counseling, social services, or marketing/sales.
Must possess a valid Tennessee Driver’s License.
(ADA) MINIMUM QUALIFICATIONS OR STANDARDS
Must be physically able to operate a variety of office equipment and tools, such as computers, calculator, copier, typewriter, mail and fax machine, and shredder. You must be able to use body members to work, move or carry objects or materials. Physical demand requirements are at levels for light to medium work.
Requires the ability to compare and or judge the readily observable functional, structural, or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Requires the ability to speak and/or signaling people to convey or exchange administrative information. Includes giving assignments and/or directions to managers or assistants as well as communicating with the general public.
Requires ability to read a variety of informational, personnel related and financial documentation, directions, instructions, and methods and procedures. Requires the ability to write reports and essays with proper format, punctuation, spelling and grammar, using all parts of speech.
Requires the ability to learn and understand relatively complex financial, personnel related principles and techniques; to make independent judgments in absence of management; to acquire and be able to expound on knowledge of topics related to primary occupation.
Requires the ability to record and deliver information to explain procedures, and to follow verbal and written instructions.
Requires the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; calculate percentages; determine time and weight; and interpret statistical data.
May require the ability to inspect items for proper length, width, and shape.
Requires the ability to coordinate hands and eyes in using automated office equipment.
Requires the ability to handle a variety of items office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.
May require the ability to differentiate colors and shades of color.
Requires the ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions. Must be adaptable to performing under moderate to considerable stress.
