Place of Performance

  • The work to be performed under this contract will be at the Navy Medicine Readiness and Training Command New England (NMRTCNE), Newport, Rhode Island and associated medical clinics within a 40-mile radius.Hours of Performance / Scheduling
  • Monday-Friday, 0730-1700.
  • Shifts will normally be scheduled for an 8.5 to 9 hour period, including an uncompensated 30 to 60 minute meal break, respectively.
  • In no instance will the HCW be required to provide services over 80 hours per two week period.Minimum Qualifications
  • Degree : Certificate.
  • Education : Graduation from an accredited Psychiatric Technician Program; or completion of an equivalent education and experience that meets the requirement of the American Association of Psychiatric Technicians or completion of education and experience as a behavioral science specialist / technician in the United States military and proof of having completed an Armed Forces course involving psychiatric technician training or civilian course from an accredited school in the care of behavioral health patients.
  • Certifications : Basic Life Support (BLS)
  • Experience : Provide three (3) letters of recommendation written within the last two (2) years attesting to the HCW's clinical skills. A minimum of one (1) of the letters must be from a supervisor or professor either previous or current. Reference letters must include name, title, phone number, date of reference, address and signature of the individual providing reference.

  • Legal Authorization to work in the United States : HCWs performing under this contract must be a U.S. Citizen.Core DutiesContractor personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position. General duties that apply to all personnel or across certain labor categories are given below.
  • Maintain a level of productivity comparable with that of other individuals performing similar services.
  • Participate in peer review and performance improvement activities as requested by the Government.
  • Practice aseptic techniques as necessary. Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.
  • Function with an awareness and application of safety procedures.
  • Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems / emergencies and make appropriate interventions. Notify supervisor, director, or other designated government person regarding problems that the HCW is unable to manage.
  • Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.
  • Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.
  • Exercise awareness and sensitivity to patient / significant others' rights, as identified within the MTF.
  • Maintain an awareness of responsibility and accountability for own professional practice.
  • Participate in continuing education to meet own professional growth. Basic Life Support (BLS) and other trainings in support of professional licensure or credentials may not be obtained at the MTF by a HCW during working hours.
  • Attend and / or comply with all annual training classes required by the Command, to include but not limited to online annual training provided by the MTF : disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.
  • Actively participate in the command's Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.
  • Participate in the provision of in-service training to clinic staff members. Provide training and / or clinical direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.).
  • Attend and participate in various meetings as directed.
  • Perform timely, accurate, and concise documentation of patient care.
  • Operate and manipulate automated systems such as electronic health record, ADS, Essentris, Clinical Information System (CIS) and various other databases, participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander. Maintain DOD email account as directed. The HCW shall be responsive to all email and voicemail communications.
  • Exercise appropriate delegation of tasks and duties in the clinical direction and coordination of health care team members, patient care, and clinic activities.
  • Maintain documentation of all treatment provided in accordance with clinic directives and prepare such records and reports as may be required. All records and reports must be legible. Abbreviations must be only those listed in local instructions.HCW duties in addition to Core Duties :
  • Assigned to the Medical Readiness Clinic, with office and clinical space located in Behavioral Health Clinic. The HCW shall provide services within the scope of their competencies and clinical privileges as granted by the Commanding Officer, and the applicable duties provided in the basic contract, and the following :
  • Monitor, escort, and / or act as a therapeutic participant in patient activities in the outpatient psychiatric clinic and outpatient programs.
  • Provide care for patients utilizing proper infection control and safety techniques as planned and / or ordered. Documents per clinic policy and notifies the mental health provider in charge of any abnormal or unusual findings in a timely manner.
  • Utilize therapeutic assessment and interview skills to elicit accurate and concise accounts of the patient's condition. Document patient care using proper terminology that is in accordance with clinic policy.
  • Utilize sound judgment and crisis intervention skills to prevent or reverse situations which may be potentially harmful. Follows command and clinic specific policies for Seclusion / Restraint, Elopement and Management of the Assaultive patient.
  • Screen patients to determine presenting problems and priority of appointment. This may entail telephone triage or in-person evaluation. Perform basic assessment procedures, including initial screening evaluation and standardized psychological testing. Assists credentialed providers with identifying mental health diagnosis and treatment strategies, as well as providing patient education.
  • Assist in providing specialized treatment and rehabilitation of mental health patients. Assist in conducting individual and group therapy sessions. Observe, monitor, report, and record patient interaction and progress. Institute precautionary measures to prevent patient injuries due to suicide, homicide, or elopement. Perform verbal de-escalation and applies manual or mechanical restraints as needed.
  • Present or facilitate a variety of health and wellness programs, including stress management, suicide prevention / intervention, and smoking cessation. Conduct various programs in support of the clinic.
  • Coordinate with other base agencies and Military Treatment Facilities (MTFs) regarding specialized care, treatment, and administrative functions. Contact military or community agencies to obtain collateral information. Explains and interprets mental health services and procedures to access care to patients and commands. Assist in or arranges for patient referral to other facilities for alternate level of care.
  • Provide care to mentally ill or emotionally disturbed patients and participate in rehabilitation and treatment programs.
  • Measure and record patient's general physical condition, such as weight, pulse, temperature, and respiration, to provide daily information. Observe patients to detect behavior patterns and report observations to medical staff.
  • Co-facilitate prescribed individual or group therapy sessions as part of specific therapeutic procedures and independently facilitate educational groups.
  • Interface with staff and patients to assess needs and continuously improve the quality of service delivered.
  • Obtain a full range of clinical, historical, and current information from patients presenting for care over the telephone or in person. Transcribe this information into the electronic health record documents. Present information obtained to privileged providers and trainees.
  • Schedule new and follow-up patients for clinic appointments, in accordance with applicable service standard Operating Procedures (SOP) and Naval Branch Health Clinic New England, Newport, RI instructions.
  • Serve as the Automated Neuropsychological Assessment Metrics (ANAM) facilitator. Independently responsible for equipment set-up and maintenance, scheduling of patients, test administration, scheduling required referrals within one (1) week of testing, and transferring data as required and in accordance BUMEDNOTE 6310.
  • Monitor and provide quarterly quality compliance reports to the regional Neurocognitive Assessment Tool (NCAT) point of contact to include the number of service members that require screening, number of service members screened, number of ANAM screenings that prompted a retest, number of ANAM screenings that prompted a referral for evaluation by a primary care provider; and number and type of specialty referrals required and outcomes from those referrals.
  • Enter ANAM-based referrals into the electronic health record and scheduled to occur within one (1) day of ANAM testing for Reserve Component members and within one (1) week of pre-deployment ANAM testing for Active Component members.
  • Attend and pass the ANAM / NCAT facilitator training provided by the Bureau of Medicine and Surgery and the Army Medical Department (AMEDD) ANAM Program Office.
