This role requires experience with CUP, UIC, Water / Wastewater policy, regulation, & permits.
The Environmental Program Manager is responsible for leading the implementation of environmental initiatives, evaluating regulatory impacts, collaborating across business units and representing and negotiating on JEA's behalf to promote successful achievement of organizational objectives, program goals, while managing an established budget. To ensure this, the Program Manager will also develop assessment protocols to gauge success and satisfaction with the outcome(s). The incumbent will provide direction to staff on permitting strategies, compliance inspections and requirements and will manage O&M and capital budgets associated with the program.
- Leads the development and implementation of environmental initiatives to achieve compliance with regulations and to promote thebest interests of JEA and its ratepayers (budgetary applications included).
- Represents JEA in public workgroups at the local, regional, and state levels. Establish and maintain a reputation for formulating positivepolicies and influence and negotiate effective outcomes for JEA.
- Tracks and evaluates regulatory and / or legislative issues to assess their potential impact to JEA and provides executive summaries andpresentations and advocacy for favorable outcomes on behalf of JEA.
- Works collaboratively with various JEAs business units and leads efforts to provide compliance guidance to JEA regulated facilities / associated areas to enable cost effective compliance.
- Exercises considerable autonomy in the development of environmental initiatives and the advancement of JEA positions with externalagencies.
- Responsible for the obtainment of applicable permits, compliance with various permits, timely regulatory reporting, and assisting facilitiesin understanding and implementing effective compliance options.
- Provides direction across environmental and various JEA business units, consultants and contractors for the successful implementationof program goals.
- Leads complex, interdepartmental projects with an environmental focus, including policies, SOPs, and processes.
- Tracks and evaluates regulatory and / or legislative issues to assess their potential impact to JEA and provides executive summaries andpresentations and advocacy for favorable outcomes on behalf of JEA.
- Prepares and manages O&M and capital budgets and negotiates up to multi-million-dollar purchases to support permit requirements.
- Produces internal executive summaries and presentations and advocates on behalf of JEA.
- Stays abreast of and complies with local, state, and federal legal requirements by studying existing and new legislation.
- Provides leadership and example in meeting JEA's safety and wellness goals.
- Performs other job-related duties as assigned.
