Description
Under the general direction of the Chief Government Affairs & Economic Development, the Government & Community Affairs' Manager provides support for federal, state and local government relations. This role will also monitor and research policy, funding, and legislation that impacts the Jacksonville Transportation Authority (JTA). The Manager will be an instrumental part of carrying out JTA’s advocacy agenda; and managing highly complex and detailed special assignments.
Essential Function(s):
- Execute and support JTA's strategic plans for government and community engagement aligned with organizational objectives.
- Provide assistance in drafting legislation, regulatory proposals, and amendments recommendations; and, draft position papers, letters and the authority’s official comments on legislative and public policy matters.
- Educate lobbyists about JTA’s strategic initiatives and issues, and assists to respond to concerns presented by public and elected officials.
- Assist, lead, or be JTA’s representative on special events which involve federal, state and local government interest; such as, community meetings, hosting delegation meetings, among others.
- Manage JTA’s community relations initiatives, including participating and/or serving on committees with our community partners.
- Build relationships with other organizations, trade groups, research and educational institutions with an interest in transportation and mobility public policy.
- Responsibility and oversight over JTA’s sponsorship, including trade associations, non-profits, among others.
- Act as the second point of contact between the organization and government officials, agencies, and community groups.
- Support advocacy efforts to promote and protect the organization’s interests and positions on pertinent issues.
- Organize and attend meetings, hearings, and events to foster positive relationships with government and community stakeholders.
- Prepare clear and concise reports, presentations, and proposals to various audiences.
- Monitor and analyze proposed legislation, regulations, and community issues to assess potential impact on the organization.
- Ensure organizational compliance with all relevant local, state, and federal regulations and laws.
- Coordinate community outreach programs and events to enhance the organization’s presence and reputation within the community.
- Collaborate with internal teams to ensure alignment of external communications and strategies.
- Performs other duties as assigned.
Minimum Qualifications:
- Bachelor's degree in Political Science or related field.
- Minimum of 3 years progressively responsible and relevant legislative, policy, intergovernmental relations experience, including 1 year of supervision of staff.

Work Environment/Physical Demands:
The Government & Community Affairs Manager works mainly in an office environment where the noise level is usually quiet. The Manager may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs. Physical demands may include:
- Sitting and/or standing for prolonged periods.
- Performing repetitive motion.
