Description
Under the general direction of the Senior Vice President (SVP), the Vice President - Transit Operations is responsible for developing, leading and implementing effective strategies for the Authority's Fixed Route Transportation operations to ensure safe, secure, efficient, and effective customer-oriented transportation services. The position ensures fixed route services are carried out in accordance with regulatory standards, Authority policies and procedures, and industry best practices. The position will work closely with the SVP and other senior leaders to establish and implement transit services.
Essential Function(s):
- Provide strategic leadership and vision for Fixed Route Transportation and monitor transportation requirements and operations to ensure reliable and effective on-time transit performance and service.
- Provide labor relations support and participate in labor relations activities and collective bargaining agreement negotiations.
- Monitor performance and conduct regular operational reviews to ensure equipment and bus operators begin and maintain service on time.
- Identify trends, areas of concern, opportunities for improvement, and transportation needs of the department to meet the Authority's service quality levels.
- Develop and maintain effective working relationships with internal and external stakeholders, including transit operators, mechanics, vendors, unions/union leaders, and regulatory agencies.
- Develop and execute strategic plans and initiatives that align with the Authority's goals and objectives.
- Develop and manage a department budget that balances operational needs and financial constraints.
- Manage, oversee, and participate in contract negotiations, administration of terms and conditions, and budget monitoring; ensure agreed upon services are completed within the scope, schedule, and budget.
- Make recommendations for the management and professional development of the staff within the operating units, for establishing development and operating goals for each manager, and assisting managers in achieving their personal goals and the goals of their units.
- Provide leadership and guidance to team members, fostering a positive and productive work environment.
- Work in collaboration with the Safety, Risk and Facilities departments to ensure regulatory compliance as it relates to the operating units.
- Advise the SVP on significant issues and apprise the CEO, as requested.
- Perform related duties as assigned.
Minimum Qualifications:
- Bachelor’s degree in operations management, business management, logistics, transportation, or a related field, from an accredited college or university.
- Ten (10) years of progressively responsible experience in the transit industry with a focus on operations and safety, or any equivalent combination of related training and experience.
- An additional five (5) years of progressively responsible and appropriate experience in the transit industry may be substituted for the degree requirement.
Preferred Qualifications:
- Advanced degree with prior executive management experience, preferably as a department or division head.
Knowledge, Skills and Abilities:

- Extensive knowledge of transit and transportation methodologies regarding the execution and delivery of excellent fixed route bus service in a labor-intensive environment. High level of knowledge pertaining to bus operations, maintenance characteristics, services, and activities.
- Knowledge of principles and practices of bus safety, fleet planning, and route and schedule planning.
- Proven ability to develop and execute strategic plans and initiatives as well as managing budgets.
- Knowledge of technology and best practices in public transportation (service delivery and maintenance).
- Strong analytical skills and the ability to use data to drive decision-making.
- Skill preparing and analyzing complex data and comprehensive reports.
- Effective communication, interpersonal, and stakeholder management skills.
- Knowledge of regulatory compliance regarding mass transit and demonstrated ability to create and maintain an organization, which meets all compliance standards.
- Knowledge of Federal Transit Administration (FTA)/Department of Transportation (DOT) programs and reporting requirements.
- Knowledge of:
- Principles of collective bargaining, labor contract development, and negotiating strategy in public sector setting.
- Basic principles of financial management.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, Agency officials, community groups, and the general public.
- Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
- Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Outlook, Word and PowerPoint.
Work Environment/Physical Demands:
VP - Transit Operations is an in-office position requiring significant collaboration with colleagues and stakeholders. The position may be required to spend time in the maintenance facilities, transit vehicles, and other operational areas of the transit system. The position may also be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs. The position may require occasional travel to attend meetings, conferences, or training sessions. Physical demands will include: keyboarding/typing/using a computer mouse, repetitive motion, and sitting for prolonged periods.

Driver’s License – The position description will specify whether a driver’s license is required and the acceptable class of license. Unless an exception under Florida law exists, a nonresident must obtain a Florida driver’s license within 30 days of hire. If a driver’s license has a corrective lens restriction, the employee must wear corrective lenses when operating any vehicle for work purposes. Suspended or revoked licenses, work permits, and certain restricted licenses are not acceptable.
