Description
Under the general direction of the Director - Operations, Planning & Performance, the Transit Planning Manager is responsible for data management and analysis, transportation modeling, asset management, long-range capital needs planning, and conducting research to support the transit planning activities of the Authority.
Essential Function(s):
- Oversee the collection and reporting of operational data for the Authoirty including ridership, vehicle hours and miles, passenger miles, operating costs, On-Time Perfomance and other metrics by route each month
- Oversee the collection of Automatic Passenger Data and maintain databases for ridership by trip, segment, and stop and utilize data in determination of recommendations for service and bus stop amenities
- Provide meaningful input in the development of new routes and services, balancing the mobility of the community with the efficient use of JTA resources and assets
- Manage the scheduling of all JTA bus services to include trip-buidling, vehicle blocking, and operator runcutting
- Supervise the development and maintenance of agency databases that support planning activities and assist in evaluating system performance.
- Use and/or supervise the use of Geographic Information Systems (GIS) to support service planning and communicating recommendations to leadership.
- Coordinate with Transit Operations in the maintenance and use of key data sources, including the automatic passenger counter program (APCs) and Computer Aided Dispatch/Automated Vehicle Locator (CAD/AVL) systems.
- Develop applications based on agency-generated data to improve transit system performance.
- Manage scheduling of JTA bus operators and vehicles at regular intervals to meet service needs and in compliance with the associated labor agreement.
- Perform market research and surveys, such as transit origin and destination surveys, to support transit operations and system planning.
- Support system planning efforts by evaluating and refining service proposals to ensure financial feasibility and successful implementation.
- Perform quality assurance/quality control on major transportation planning and construction projects.
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelor's degree from an accredited college or university.
- Three (4) years of progressively responsible transportation planning experience, with two (2) years of supervisory or management experience.
Preferred Qualifications:
- Master's degree in planning or related field.
Knowledge, Skills & Abilities:

- Advanced knowledge and experience with Geographic Information Systems (GIS) to support transportation planning, including ArcGIS Desktop, Server, and ArcGIS Online as well as development of Collector and Survey 123 applications.
- Knowledge of transit service development initiatives and performance tracking techniques.
- Knowledge of planning practices, public policy and transportation programs relating to transportation planning projects.
- Knowledge of principles of management, supervision, training, and performance evaluation.
- Familiarity with labor relations and labor agreements.
- Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel and Word.
- Effective communication skills, both orally and in writing, with employees of all levels within an organization.
- Ability to analyze data and make recommendations based on the data.
- Skill in the development and monitoring of budgets and analysis of manpower needs.
- Ability to comply with all regulations, policies, work procedures, and instructions.
- Ability to conform to all safety rules and wear/use all appropriate safety equipment.
Work Environment/Physical Demand:
The Transit Planning Manager is an in-office position requiring collaboration with colleagues and stakeholders. The incumbent may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs.
