TITLE: James Rumsey Technical Institute Director/Principal

REPORTS TO: James Rumsey Technical Institute Administrative Council

SUPERVISES: Administrators, Certificated and Classified Staff

TERM: 261 Days

SALARY: Based on degree, years of experience, and the Berkeley County Schools’ High School Principal’s Index

FLSA: Exempt Employee


Job Goal:

The Director/Principal of James Rumsey Technical Institute, an multi-county vocational center for Berkeley, Jefferson and Morgan Counties, is to provide visionary leadership in the development, implementation, and management of high-quality career and technical education programs that prepare secondary and postsecondary students for success in the workforce and higher education. This role ensures program alignment with industry standards, fosters partnerships with businesses and community stakeholders, maintains compliance with state and federal regulations, and creates a supportive learning environment that promotes student achievement and professional growth for staff.


Qualifications:

1. Must possess a West Virginia Principal’s Certificate

2. Must have at least three years of administrative experience as a school administrator or administrative experience in career and technical education.

3. Should have a minimum of five years of teaching experience.

4. Demonstrated knowledge of West Virginia’s Career Technical Education (CTE) programs.


Knowledge:

1. Career and Technical Education (CTE) – Understanding of CTE program development, industry standards, and workforce needs.

2. Educational Leadership – Familiarity with instructional best practices, curriculum development, and student assessment.

3. Budgeting and Financial Management – Knowledge of fiscal planning, budget development, and resource allocation.

4. State and Federal Regulations – Awareness of compliance requirements, reporting obligations, and educational policies.

5. Industry Partnerships – Understanding of workforce trends and the ability to align programs with business and industry needs.

6. Facilities and Operations Management – Knowledge of facility maintenance, construction oversight, and IT infrastructure security.

7. Public Relations and Community Engagement – Understanding of marketing, communication strategies, and stakeholder engagement.

1. Leadership and Decision-Making – Ability to provide vision, motivate staff, and make informed strategic decisions.

2. Budget Development and Financial Oversight – Competence in managing budgets, forecasting expenses, and maximizing resources.

Essential Job Functions

1. Develop, implement, and oversee technical education programs for secondary and postsecondary students.

2. Establish and maintain partnerships with local businesses, industries, and higher education institutions.

3. Supervise, evaluate, and support professional and service personnel.

4. Provide instructional leadership to foster optimal learning environments.

5. Prepare and manage budgets to support program implementation and facility maintenance.

6. Ensure compliance with local, state, and federal regulations in program operations, reporting, and facility management.

7. Oversee facility maintenance, repair, and construction projects, securing necessary contractors and services.

8. Maintain IT security infrastructure to protect sensitive data.

9. Develop and implement public relations initiatives and community engagement efforts.

10. Plan and coordinate professional development programs for instructional and non-instructional staff.

11. Organize and facilitate advisory councils, school improvement initiatives, and student organization activities.

12. Manage records, documentation, and administrative functions to support operational efficiency.


Performance Responsibilities:

1. Design and align technical education programs with current educational research and workforce demands.

2. Facilitate industry and business partnerships to enhance student opportunities and program relevance.

3. Effectively recruit, mentor, and evaluate staff to ensure high standards of performance.

4. Develop and manage budgets in accordance with financial policies and program needs.

5. Provide leadership in curriculum development, instructional best practices, and assessment strategies.

6. Collaborate with regional educational institutions and agencies to expand learning pathways.

7. Monitor and ensure timely completion of facility improvements, ensuring adherence to safety and compliance standards.

8. Implement and monitor cybersecurity measures to safeguard student and personnel information.

9. Engage with various stakeholders, including students, parents, businesses, and government entities, to promote programs and initiatives.

10. Plan and execute public events such as open houses, orientations, and community forums.

11. Conduct and document staff training sessions to enhance professional growth.

12. Support the integration of career and technical student organizations into instructional activities.

13. Facilitate Local School Improvement Council meetings and collaborate with advisory groups.

14. Manage facility rentals and ensure compliance with school policies for external usage.

15. Maintain accurate records, prepare reports, and oversee personnel documentation.

16. Conduct research to support long-term program planning and institutional growth.


Other Duties

1. Serve as the recording secretary for the JRTI Administrative Council and participate in meetings.

2. Perform additional tasks as assigned by the JRTI Administrative Council.
