Positions Summary:
The Program Supervisor for the Bridge House Transitional Living Program is responsible for the operation, development, and ongoing supervision of Janus Youth’s transitional living program for homeless youth. The position supervises a group home facility for 7 youth (Bridge House) and an independent living program for approximately 30 youth (Changes), including a case management program that follows up with former program participants. This position supervises all BH/Changes staff. BH/Changes serves transition age youth (ages 16 to under 22) and their dependents. The program operates with a trauma-informed and youth-directed self-governance model based on Positive Youth Development, Motivational Interviewing, and Harm Reduction practices. The Program Supervisor reports directly to the Director of Homeless Youth Services and participates as a member of the Homeless Youth Services Management Team, which includes rotating 24/7 supportive Supervisor On-Call responsibilities. This position requires extensive exercise of judgment within program guidelines, and can require flexible hours or scheduling and occasional time in excess of routine hours, including weekend and overnight hours as needed due to coverage emergencies and/or inclement weather. This position also provides on-line direct supervision of youth.
Education and Experience Requirements:
- Bachelor’s degree or any combination of experience and education that provides the necessary skills, knowledge, and abilities necessary for successfully performing the duties and responsibilities of the position. Master’s degree preferred with preferred area of study in mental health, social work, juvenile justice, counseling, or other related field.
- Minimum of two years’ experience in a residential or shelter setting.
- Experience with staff supervision and program management preferred
- Experience in a mental health/case management setting working with adolescents preferred.

- Manual/physical dexterity allowing for performance of routine office functions such as copying, filing, phone use, computer use, writing, faxing, etc.
- Ability to respond to phone calls at all hours of the day and night when covering On-Call coverage.
- Ability to work a variable schedule, including day, swing, and overnight shifts.
Other Requirements
- Personal transportation allowing for travel within the Portland metropolitan area is required; a personal vehicle for travel and/or transport of clients is preferred. All employees who drive for work purposes must have and maintain a valid driver’s license for state of residency, have a driving record that permits coverage under the corporate auto liability policy, and complete the agency’s driving approval process before driving for work. If driving a personal vehicle for work purposes drivers must also have personal auto liability coverage ($100,000/$300,000 levels strongly recommended). Employees are not to drive for work purposes until they have received written authorization to do so.
- Bloodborne Pathogens training is required on first day of employment and annually thereafter.
- Must complete Mandatory Abuse Training is required on the first day of employment and annually thereafter.
- First-Aid CPR Certification within 30 days of hire.
- Food Handler’s Certification within two weeks of hire.
- Must pass criminal history check.
Duties and Responsibilities:
- This position is responsible for timely and accurate data entry and program reports.
- This position works in close partnership with the Safety Coordinator to oversee the ongoing safe operation and maintenance of the facility and property.
- Personnel Management: Hiring, training, and supervision of staff, regular sub-workers, and volunteers, and ensuring adequate staffing at all times. This may require filling shifts if other staffing options are not available
- Program supervision and monitoring that ensures operation consistent with the mission, philosophy, policies, and contracts. This includes supervision of computerized functions, paperwork, data collection systems, and reporting requirements. It also includes monitoring adherence to safety, sanitation, and other licensing standards. Addressing neighborhood concerns, maintaining relationships with referral sources, and participating in inspections and site visits are all part of the supervision and monitoring duties, as is the coordination and facilitation of a range of program meetings, trainings, and retreats.
- Management and reconciliation of expenses and petty cash monthly.
- Inventory and purchase of house food and supplies.
- Interventions with program participants as required, and program representation in the Resident Log.
- Manage interactions and crisis situations constructively and within program policies and guidelines.
- Maintain appropriate boundaries and adhere to policies and guidelines established in the agency personnel policies, and Willamette Bridge Program’s service provision policies.
- Provide emergency first-aid as-needed and maintain current standard first-aid certification.
- Modeling and encouraging direct professional communication among staff members and youth, facilitating development of a positive staff and youth support network, and supporting a Youth Development approach throughout the organization.
- Carry a cell phone and participate in an on-call rotation for Homeless Youth Services.
- Provide on-line direct supervision of the program and provide case management services to youth in the program.
- Performing other program related duties as assigned by Program Director or Executive Director.
Working Conditions:
- May involve exposure to communicable diseases, including a variety of illnesses and infections such as the common cold, TB, Hepatitis, flu, meningitis, and HIV.
