ABOUT JASC
JASC was founded in 1946 to assist the approximately 30,000 Japanese Americans resettling in Chicago following their incarceration during WWII. Since then, JASC has evolved into an organization that serves people of all ages, races, and ethnicities from a foundation of Japanese American values.
JASC’s programs now focus on social services (home support services, adult day services) and a broad range of educational and cultural offerings for the greater Chicago area. JASC’s publicly accessible, community-based Legacy Center is home to one of the nation’s largest collections on the history of Japanese Americans. In 2022, after decades of growth and recognizing the evolving needs of communities in the Midwest, JASC purchased its “Forever Home” in the West Ridge neighborhood of Chicago.
JOB SUMMARY
JASC’s Home Support Services (HSS) program offers assistance to individuals who need in-home care in a compassionate and culturally competent manner. JASC currently employs approximately 80 homemakers to service around 100 clients throughout the city and suburbs of Chicago. Part-time homemakers provide assistance with household tasks such as cleaning, planning and preparing meals, doing laundry, shopping, and running errands. Homemakers also assist clients with personal care tasks, such as dressing, bathing, grooming, and following special diets.
DUTIES & RESPONSIBILITIES
JASC seeks a Home Support Services Manager to direct and manage the day-to-day operations of the HSS program in accordance with local, state, and federal requirements, such as the Illinois Department of Aging's Community Care Program and the Illinois Department of Public Health. The Home Support Services Manager will also be responsible for developing and implementing strategies and plans to grow the HSS program and build an HSS team/staff.
Program Management
- Direct and supervise homemakers & HSS team to ensure delivery of consistent quality home support care to each client. Manage personnel-related matters, including recruiting, hiring, training, and scheduling.
- Develop and implement strategies to attract new clients. This will include conducting market research, building strong relationships with individuals and communities, and promoting JASC services.
- Responsible for enrollment, and service implementation for clients. Meet with clients, families, and care providers to implement personalized care plans, taking into account specific needs, preferences, and medical conditions. Design and implement plans and strategies for client growth, recruitment, and retention.
- Monitor and maintain the quality of care provided by staff through pre-service and ongoing training, regular assessments, scheduled & surprise in-person site visits, feedback sessions, and performance reviews.
- Lead the financial management of the program, including budgets and AP/AR. Create and manage the annual budget. Monitor ongoing expenditures to ensure adherence to the approved budget. Provide regular financial reports to senior leadership. Highlight any significant variances and propose corrective actions where necessary. Work with senior management to forecast future financial needs based on program growth, changes in client demographics, and new initiatives. Provide strategic input for long-term financial planning.
Administration & Compliance
- Serve as a primary relationship manager with HSS program vendors, applicable regulatory agencies, Case Management Units, Managed Care Organizations, and area resident service coordinators.
- Ensure HSS program policies and procedures conform with applicable regulatory requirements.
- Serve as subject matter expert for IDOA Community Care Program; maintain professional knowledge and skills through training, seminars, and self-study.
- Maintain accurate documentation of personnel interactions, assessments, and service delivery in compliance with regulatory requirements and organizational policies, utilizing electronic systems such as HHA Xchange.
Requirements
- College degree required in relevant fields (business administration, social services, healthcare, non-profit administration).
- Three or more years of management or supervisory experience, preferably in a home care setting.
- Knowledge of regulatory requirements and best practices for home care providers.
- Must be flexible and available to be on call after regular business hours 7 days a week to intervene in important client matters.
- Strong interpersonal skills and ability to communicate effectively with clients and team members of diverse backgrounds.
- Detail orientation with a commitment to thorough documentation and quality assurance.
- Ability to travel for frequent client & homemaker site visits, located throughout the city and suburbs of Chicago.
- Must function independently and have flexibility, personal integrity, and the ability to work effectively with personnel, clients, and support agencies.
