Position Summary Proactively administer and manage complex defense customer contracts, modifications, from conception through contract closeout. The Government & Defense Contracts Manager will work in close coordination with the program team and report into the G&D Program Manager    Ensure contract management activities and maintenance of accurate and complete contract files, contract deliverables/schedules, and records are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.  This position must have experience working proposals and contracts with US and Int’l Government agencies as both a “prime and subcontractor”.   This position requires the knowledge of fix-firm price, cost-plus & cost-reimbursement type contracts for both supply and services.    Responsible for assisting in the preparation of RFP and RFQ responses and adept at negotiating terms and conditions, statements of work and pricing in accordance with FAR Part 12 and 15 (and DFARS).    Major Tasks, Responsibilities & Key Accountabilities Provide advice and counsel to program management regarding Federal Contracting policies, laws, and regulations   Maintain organized, audit ready contract files   Develop & maintain contract deliverable revenue tracker Coordinate efforts across multiple business functions to ensure contract compliance   Assist with Defense Contract Audit Agency (“DCAA”), Defense Contract Management Agency (“DCMA”) and other Government audits.  Perform compliance reviews on Government proposals   Assist in the development and implementation of corrective action plans submitted to the Government   Provide FAR and CAS guidance and training to employees   Support/assist with the implementation of strategic realignments or new structures as initiated by management   Develops and documents JCB Inc. policies and departmental procedures delineating such compliance tasks and processes.  Coordinate and follow up of purchase orders Maintains JCB Inc’s registration in the System for Award Management (SAM), the Department of State Directorate of Defense Trade Controls (DDTC), and the Militarily Critical Technical Data Agreement (DD Form 2345).   Support with the preparation, negotiation, and audit of forward pricing rates, incurred cost submissions, and cost impact analyses Support complex contract negotiations on high dollar strategic opportunities, including negotiation of Non-Disclosure & Teaming Agreements   Champion the Government routine contractual reports according to data provided by responsible departments, including (for example) Contractor Manpower Reporting, Small Business Subcontracting performance, Government Property status reports and Federal Sub-Award Reporting System reports.   This position will be required to have a working understanding of export controls processes and requirements (ITAR & EAR) to include CCL, ECCN, 600 Series, etc.  Other projects as assigned   Serve as project lead for complex RFPs, developing cost & volume narratives and participating in proposal planning, strategy meetings, work sessions, and team reviews. Minimum Qualifications Bachelor’s degree in an associated discipline plus minimum of four (4) to six (6) years’ experience in related government contract administration, procurement, and/or government cost accounting environment.  Experience maybe substituted for the BA Must pass any drug screens, background checks and any pre-employments tests as applicable. Must be US Person with the ability to independently obtain naturalization within eighteen (18) months of hire. Working knowledge of the FAR, DFARS, Cost Accounting Standards (CAS) and government procurement process.    Preferred Qualifications Lotus Notes and SAP familiarity is preferable.   Wide Area Workflow (WAWF)   DAWIA accreditation in contracting, program management, logistics and or CPMC NCMA CCFM Knowledge, Skills, Abilities & Competencies Strong problem solving / analytical skills  Ability to work in a high stress environment with short deadlines Detail oriented and ability to work independently  Collaborative approach to resolving issues impacting various groups across the enterprise  Ability to quickly grasp and understand processes (system and non-system), troubleshoot, develop and recommend solutions  Self-Motivated Team Player but able to work independently  Working knowledge of Microsoft Office Products   Ability to travel (domestic & international) JCB is an equal employment opportunities (EEO) employer in accordance with applicable federal, state and local laws.
