What are the responsibilities and job description for the Manager of Youth Residential Recovery position at Jefferson Center for Mental Health?
This is a Full-time position to work collaboratively with the Director of Recovery Services for the oversight and coordination of substance use and co-occurring substance use services at Jefferson Center’s 24/7 inpatient substance use facility, Youth Residential Recovery (YRR). Youth Residential Recovery provides co-occurring treatment to youth ages thirteen (13) to eighteen and half (18.5) years old. The Program Manager will provide administrative and clinical supervision to the YRR Program Coordinator, and to staff seeking their CAT, CAS and LAC, and will oversee training, documentation, credentialing, audits and other administrative and clinical tasks in a residential setting.
Education, Knowledge, Skills & Experience Required:
Master’s degree from an accredited college, in a related field (psychology, counseling, human services, or social work). LPC, LCSW, LMFT or comparable license required, plus four or more years managing substance use prevention and treatment programming. Clinical supervisory experience required. CAS (CAC III) or LAC required or able to obtain within six (6) months of hire date.
Essential Duties:
- Provide clinical and administrative oversite of the Youth Residential Recovery team as assigned by Director of Recovery services. Most of this position is spent working on site.
- Provide clinical and administrative supervision to the Program Coordinator as well as CAS/LAC Clinicians to ensure that the day-to-day operations comply with all regulatory requirements.
- Provide oversight of SUD training, supervision and credentialing to ensure staff meet and maintain requirements for credentialing and certification (CPR, QMAP, CAT / CAS).
- Provide oversight of documentation, site credentialing and billing requirements in accordance with Signal and BHA regulations.
- Assist Director and Chief Financial Officer in the oversight of the Signal Contract, as well as other contracts, grants, and other funding sources.
- Assist Director and Information System staff in the monitoring and uploading of required data to Signal (DACOD, Client Demographics).
- Assists the Director to represent the Center in the community including memberships on task forces, committees, workgroups and other collaborative endeavors; assist the Director in developing positive working relationships with key stakeholders and providing routine data updates.
- Provide consultation and assistance with expanding programming and services, entering new documentation into the EHR, and assisting with Signal, BHA and CDHS audits.
- Sharing knowledge of recovery-based, stages-of-change, motivational interviewing, cognitive-behavioral, episode-of-care, trauma informed and other interventions and training on providing culturally competent treatment.
- Complete performance evaluations, which includes supporting staff by providing consistent and constructive feedback and work collaboratively with Human Resources when needing to address performance concerns.
- Assist in the coordination of care to ensure all consumers are assessed for the appropriate ASAM levels of care and linked to on-going services. Develop approaches to improve client engagement in needed ongoing services and utilization of internal/external resources.
- Maintain responsibility for special projects and generate specific data reports and outcome data as determined by Director.
- Coordinate 24/7 on-call schedule. Responsibility is shared between Managers and Program Coordinators.
- Oversight of the Adverse Incident Reporting (AIR) procedures and TRAILS. Attend Critical Incident Reviews (CIR) as designated by the Director or CIR team.
- Effectively respond to the client/consumer needs and problems, initiate and maintain positive interactions, timely response to phone calls, email and other requests.

- Participate on various interagency committees as requested by Director. To include but not limited attending required manager meetings and division team meetings.
- Participate in supervision with Director by coming prepared with an agenda. Report high risk/problem cases using a problem solving approach as well as feedback.
- Monitor, coach, and direct clinical team on implementing strategies to reach performance measurement benchmarks.
- Attends mandatory in-services, staff meetings, clinical supervision, and on-line training as required.
- Participate in staff development activities that enhance professional growth.
- Maintain effective interpersonal relations with consumers, peers, subordinates, upper management, visitors and the general public. Use language and behavior to promote dignity and respect.
- Corporate Compliance including documentation on practice in accordance with regulatory requirements and clinical guidelines.

- Have an understanding of how trauma impacts the lives of the people being served, so that every interaction is consistent with the recovery process and reduces the possibility of re-traumatization.
- Participate in the Center’s training/educational programs designed to enhance knowledge about Trauma Informed Care, the impact of trauma and trauma recovery.
- Ensure that delivery practices are guided by the principles of trauma informed care and the principles of addiction treatment.
- Willingness to step into other roles (therapist, milieu staff, intake coordinator) where assistance is needed.

Salary Grade 16 - $74,800 to $93,000*
Additional Salary Information*:
- The salary range above is based on 1.0 FTE (full time equivalent) or 40 hours per week. Less than 40 hours/week will be prorated and adjusted to the appropriate FTE.*
