Job Description

Background and Introduction :

Jefferson provides strategic and operational services to federal Agencies in program management, acquisition, human capital and training. The newly reorganized REFS will strengthen coordination across the technical areas of agriculture-led growth, resilience, nutrition, and water security, sanitation and hygiene and provide state-of-the-art services to the field.

The Policy / Program Advisor provides technical support and leadership to the REFS Front Office for climate-related policy, programs and global engagements. This includes providing programmatic and technical support to each of the bureau's Offices and Centers, as well as other Bureau functions as assigned. The Program & Management Analyst will provide programmatic, administrative, and operational support for the day-to-day design, implementation, monitoring, evaluation and learning of RFS-related programs and activities. The Program & Management Analyst will provide all functions needed to support Bureau or Operating Unit leadership and teams to operate effectively, and to meet overall objectives.

Position Summary :

The Program & Management Analyst will independently and substantively manage a wide variety of support functions in partnership with the Technical Supervisor, Office, or Center to which they are assigned for day-to-day work assignments. Daily activities will include aspects of program management and operations, knowledge management, communications and outreach, budget formulation and monitoring, and policy / gender analyses as applicable with increasing levels of responsibility. The level of oversight and direction required for this role is minimized. Responsibilities may include serving as a team lead of TAPS colleagues.

Key Responsibilities :

Program Management and Assistance :

  • Serve as key liaison with other Offices and Centers to gather information and collaborate with others in the Bureau, Agency, and interagency as needed
  • Contribute to technical strategies of programs, the Office / Center, and Bureau with increasing
  • Provide Activity Management of Agency-funded programs as appropriate
  • Substantively lead and coordinate program management according to the needs of the Office / Center
  • Provide logistical support or oversight to meeting organization, conference room scheduling, and IT coordination as necessary
  • Capture and distribute meeting minutes, summaries of conclusions, and action items
  • Provide support to Mission staff to manage programs through all phases of the program cycle, to include program design, procurement, monitoring, evaluation, continuous learning, budget formulation and monitoring, etc.

Knowledge Management :

  • Generate and maintain documents and spreadsheets using the Google Suite of tools and USAID portals
  • Maintain awareness of and follow Agency and Federal guidelines for file retention
  • Communications and Outreach :

  • Serve as key liaison to manage incoming requests or external outreach within or outside of USAID on behalf of Office / Center / Division
  • Develop templates and support preparation of PowerPoint slide decks, fact sheets, briefers, talking points, blog posts, newsletters and other communications materials
  • Support generation and / or management of intranet, internet, or social media site content
  • Research and prepare background information such as briefers, one-pagers, and / or talking points in partnership with colleagues with increasing levels of autonomy and quality
  • Budget Formulation and Monitoring :

  • Track and monitor Office / Center / Division or program funds
  • Support budget reviews, budget implementation process, and respond to data calls
  • Prepare action memos / funds transfer requests
  • Support A / CORs with GLAAS requisitions
  • Research and Analysis :

  • Provide desk research, data analysis, and interpret data as needed
  • Support data syntheses and analyses reports; present findings
  • Collaborate to develop and socialize research strategies
  • Qualifications :

  • An MA / MS and four years' experience or a BA / BS and a minimum of 6 years of experience
  • In lieu of a Bachelor's degree may substitute an Associate's degree plus a minimum of 10 years' experience or a High School Diploma and 12 years' experience
  • Ability to obtain a a USAID facility access (Public Trust) clearance
  • Excellent oral, interpersonal, and written communications skills to effectively interact with government clients, high-ranking officials, and other stakeholders
  • Experience managing programs similar in size or scope
  • Demonstrated understanding of the subject matter is required
  • Ability to manage adaptively, provide meaningful contribution to technical discussions, and work independently is required
  • Excellent anticipatory skills and proactive approach to work
  • Strong prioritization and organization skills to meet deadlines
  • Positive and professional attitude and demeanor
  • Detail-oriented and interested in producing quality work products
  • Proficiency in Microsoft Office, experience with Google Drive is a plus
  • Experience with USAID, USG or other related organization is preferred
  • The annual salary range for this position is $97,000-$110,000. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs. Position is eligible for Jefferson's benefits package including health insurance, 401k retirement plan, and PTO.
