EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF PLANNING AND FUTURE VACANCIES AS THEY OCCUR.This position is a responsible, supervisory position involving directing and participating in the development, administration, application, study, and research of policies, programs, plans, and regulations in one or more of the areas of land use, urban design, zoning and subdivision, or comprehensive and strategic planning. Employee supervises professional urban planners and administrative clerks. Coordinates and monitors processes and procedures for all zoning, subdivision, and site plan review cases and GIS functions, including scheduling public hearings. Compiles and prepares data applicable to assigned specialty area, i.e., demographics, statistics, regulations, implementation tasks. Prepares or reviews and edits reports, graphics, documents, and case files, and evaluates and applies critical thinking to land-use actions to ensure compliance with all applicable development regulations and parish and department policies. Ensures compliance with all applicable zoning, subdivision, building, and other regulatory requirements. Organizes and assigns/conducts planning studies for the purpose of identifying and addressing planning, development, and land use issues of the parish. Attends Council meetings, Planning Advisory Board public hearings, and meetings of other boards or committees as necessary and makes presentations of the department's recommendations or represents the department on work-related topics; and performs related work as required. Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.Meets ONE of the following four options:
1. Current employment with Jefferson Parish and permanent civil service status as a Planner II, with at least one (1) year of experience working in that capacity in the J.P. Planning Department.
2. Master’s degree in Urban Studies or City/Urban/Regional/Community Planning from an accredited college or university; plus, one (1) year of paid experience in urban design, planning/zoning research and records management, land-use/development regulation, or a field closely related to city planning or municipal code enforcement/construction permitting.
3. Master’s degree in Architecture, Landscape Architecture, Geography, Civil Engineering, Coastal/Environmental Engineering, Construction Management, Floodplain Management, Public Administration, or a related field; plus, two (2) years of paid experience, as described in Option 2.
4. Bachelor’s degree from an accredited college or university with major coursework in (or related to) an area of study listed in Option 2 or 3; plus, four (4) years of paid experience, as described in Option 2.
The following qualifications are preferred: Certification with the American Institute of Certified Planners (AICP) and paid experience in a supervisory capacity managing and directing the work of professional city planners.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.(ENTRANCE AND PROMOTIONAL)
