Under general supervision, the purpose of this position is to examine requisitions for purchases over $60,000, reviews bids for accuracy and completeness, tracks, corrects, and/or prepares bid specifications as required. This position obtains additional information through contact with others and thorough research of departmental records and previous transactions. Prepares invitations for bid, coordinates advertisements with journals, newspapers, and and/or vendors as appropriate. Employee procures supplies, materials, equipment, services in a cost efficient and timely manner, through established department purchasing standards, policies and procedures and in compliance with exact product specifications. This position also handles request for proposal and statement of qualification solicitations in accordance with Parish laws, and applicable policies and procedures. Performs related work as required. Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.
Meets one of the following options:I. Current employment and permanent civil service status at or above the level of Purchasing Specialist I with Jefferson Parish and at least two (2) years of experience at that level, with primary responsibility for performing purchasing duties using the AS400 Financial Management System. Duties must include processing bids and purchase orders for supplies, materials, equipment, or services and reviewing or writing bid/P.O. specifications for accuracy and completeness.
OR
II. Possession of an accredited Bachelor’s degree (or higher) in Business or a related field. Plus, proficiency in the use of a personal computer, as evidenced by education and/or experience.
OR
III. Possession of a high school diploma or equivalent certificate; plus, at least three (3) years* of paid work experience in a purchasing role, responsible for soliciting and processing public bids for supplies, materials, equipment, or services through adherence to laws/regulations guiding public contracts (preferably LA R.S. Title 38) and use of a computer-based financial management system (preferably the AS400).

(ENTRANCE AND PROMOTIONAL)
The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing.
