Job Title: Fire Marshal (& Code Compliance)
Department/Division: Fire Department / Public Safety Admin
Status: Regular, Full time, Exempt employee
Pay: $50,460 - $60,000 (DOQ)
Reports to: Director of Public Safety

Job Summary:
The Fire Marshal’s primary responsibility is to conduct fire and life safety inspections on new and existing buildings to ensure compliance and enforcement of the Jekyll Island Authority Code of Ordinances regarding public welfare, safety, public nuisance, and property maintenance as scheduled.
Description:
  • Conducts onsite inspections and re-inspections; investigates complaints regarding fire code, zoning, housing, signage, health, noise, animal, public safety, property maintenance, and nuisance code violations and recommends corrective actions to bring about compliance; determines timeframes for compliance achievement, issues notice of violations and citations to responsible parties as necessary.
  • Inspects new construction to ensure compliance with approved building plans and applicable fire codes and standards.
  • Review proposed building plans to ensure compliance with applicable fire codes and standards.
  • Conducts fire and life safety public education as directed.
  • Represents the Jekyll Island Authority in court; testifies regarding code violations.
  • Patrols the island, including the beach, for violations of ordinances.
  • Receives, reviews, and Issues JIA permits as outlined in the JIA Code of Ordinances. Conducts necessary follow-ups to ensure permits are completed within the scope of work authorized.
  • Coordinates with Glynn County building inspections to ensure compliance concerning construction on Jekyll Island.
  • Plans and recommends code enforcement strategies and policies; develops code enforcement procedures and schedules; assists General Counsel in preparing or revising ordinances.
  • Maintains accurate, complete records of complaints, inspections, violations, citations, and permits; prepares periodic written reports detailing code enforcement activity and results for the supervisor; the supervisor presents to the Board of Directors as requested.
  • Prepares correspondence to educate the public and advises individuals on the status of code enforcement activities.
  • Consistently project a positive public relations image.
  • This position is considered a Critical Workforce position for the Jekyll Island Authority. It is subject to a mandatory recall before, during, and after planned or unplanned emergencies or disasters.
  • Performs other duties as assigned.
Minimum Qualifications:
  • High school diploma or equivalent required.
  • Minimum of five years of code enforcement or associated public safety experience involving considerable, sensitive public contact in a municipal setting OR
  • Minimum of three years of fire inspection and plans review experience with a minimum of a Fire Inspector I certification.
  • Preferred Certifications include Georgia Code Enforcement Officer Certification I, Fire Inspector 2, Fire Service Plans Examiner 1
  • Georgia Firefighter Certification and/or Georgia EMT A/I Certification a plus.
  • Demonstrated knowledge of local, state, and federal laws and regulations pertaining to code enforcement required.
  • Flexible schedule required; works various hours, including occasional evenings. Weekends and some holidays are required as needed during peak times and events.
  • Valid driver’s license required.
Knowledge, Skills & Abilities:
  • Knowledge of regulations and standards related to adopted Georgia fire and building codes i.e., IBC, IFC, Life Safety, NEC, etc.
  • Knowledge of Jekyll Island Ordinances.
  • Basic knowledge of construction practices or building inspection practices.
  • Knowledge of methods, procedures, and techniques used to identify, interpret, and enforce various applicable ordinance sections.
  • High level of problem-solving skills and time management skills.
  • Proficient computer skills, including Microsoft Word, Excel, Outlook, department record-keeping software, etc.
  • Ability to recognize conditions that constitute ordinance or building code violations
  • Ability to research and interpret land use, zoning, and planning-related ordinances and investigations
  • Ability to use effective interpersonal techniques to interact with citizens and the public when explaining Jekyll Island Authority health, public safety, zoning/land use ordinances, and permit requirements.
  • Ability to deal with others in difficult and complex situations to achieve resolution. Ability to use appropriate interpersonal skills and methods to reduce tension and resolve conflict to accomplish work.
  • Ability to analyze potential ordinance violations accurately and adopt effective resolution processes using internal and external resources using internal and external resources.
  • Ability to use practical approaches to choose a course of action, develop appropriate solutions, and/or reach conclusions.
  • Ability to demonstrate an understanding of appropriate internal business practices and procedures.
  • Ability to maintain conditions that ensure a healthy and safe work environment.
  • Ability to prepare comprehensive reports and deliver verbal and written presentations.
  • Ability to carry out duties with a minimum of supervision.
Physical Requirements/Working Conditions:
  • Exert up to 75 pounds and up to 50 pounds of force occasionally, up to 20 pounds constantly to move objects.
  • More than 50% of the day is spent communicating, talking, and hearing. Sensory abilities required include vision, hearing, listening, and touching.
  • Between 25 and 50% of the day is spent standing, sitting, walking, and reaching, grasping, and using repetitive wrists, hands, and finger motions.
  • Less than 25% of the day is spent lifting.
  • Must have visual clarity to prepare and analyze data and use computers, determine the accuracy of work, and operate a motor vehicle.
  • Work will be performed both indoors and outdoors. Exposure to extreme heat, high humidity, occasionally adverse weather conditions, and occasional extreme cold.
  • Work is subjected to hazards such as proximity to moving mechanical parts and moving vehicles and exposure to chemicals.
  • Work may be subjected to atmospheric conditions such as fumes, odors, dust, and possible poor ventilation.
  • May be subject to close quarters, such as narrow aisles or passageways/hallways.
  • Noise level is usually considered normal, occasionally loud.
