SUMMARY:
Develops and implement the strategic goals and objectives for the Jena Choctaw Pines Tribe consistent with the mission, goals and objectives of the Jena Choctaw Pines Casino. Provides direction and leadership toward the achievement of the mission, strategy, and strategic goals and objectives in accordance with all applicable tribal, state, and federal gaming regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Oversees casino operations to ensure compliance, efficiency, quality, service, and cost-effective management of resources in the operations of Table Games, Class II Gaming Machines, Security, Food and Beverage, Facilities, HR, IT, Marketing and Surveillance.
• Develops a strategic plan and objectives for casino operations; directs the development of departmental plans, goals and objectives.
• Establishes, implements and communicates goals, objectives, policies and procedures in accordance with strategic plan.
• Increases senior management's effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining senior managers; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
• Hosts regular staff meetings to ensure communication among personnel regarding administrative activities.
• Establishes policies to ensure adequate management development and succession planning; recommends changes in the organizational structure to meet the development and growth of the organization.
• Achieves the financial objectives of the organization by exercising control and implementation over the budgetary processes of all departments, facilities and capital budgets in accordance with the Jena Band of Choctaw Indians Gaming Authority.
• Keeps leadership and other departments informed of status of casino activities by attending meetings and submitting reports.
• Assures the casino and its mission, products and services are consistently presented in strong, positive image to relevant stakeholders.
• Reviews activity reports and financial statements to determine progress and status in attaining objectives; revises objectives and plans in accordance with current conditions.
• Represents Jena Choctaw Pines Casino at various functions, meetings and conferences with federal, state, tribal and other agencies on all casino matters.
• Directs and reviews marketing goals and objectives for maintaining equitable customer traffic flows and promotion of special events to achieve desired financial projections; authorizes the promotion/advertising/marketing plans.
• Contributes to the organization’s effectiveness by offering information and opinion as a member of the executive management team; integrating objectives with other functions; accomplishing related results as needed.
• Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications and establishing networks.
• Maintains confidentiality of all privileged information.
• Contributes to a team effort and accomplishes related results as required.
• Performs other duties as required.
MINIMUM QUALIFICATIONS:
· Bachelor’s Degree in Management, Business Administration or related field plus eight to ten years progressive experience in casino management.
· Must be twenty-one (21) years of age. Valid driver’s license and clean driving record.
· No felony, theft or stealing convictions.
· Must be able to successfully pass a pre-employment drug/alcohol screen, background investigation, obtain and maintain gaming license.
· Tribal preference.
Tribal Preference Policy:
Members of the Jena Band of Choctaw Tribe shall be given absolute preference with respect to hiring, promotions, training, contracting, and separation from employment. For persons who meet the minimum qualifications, preferential treatment shall be based on the following criteria and shall be given in the following order:
· Enrolled members of the Jena Band of Choctaw tribe who satisfy the minimum job qualifications;
· Spouses of enrolled members of the Jena Band of Choctaw who satisfy the minimum job qualifications;
· Enrolled members of other recognized tribes who satisfy the minimum job qualifications;
· Military Veterans;
· All others who satisfy the minimum job qualifications.
KNOWLEDGE, SKILLS and ABILITIES:
• Knowledge of tribal gaming operations.
• Knowledge of federal, state, and Indian gaming regulations.
• Knowledge of applicable federal, state, county and local laws, regulations, and requirements including Tribal Sovereignty.
• Knowledge of finance, budgeting, accounting and cost control procedures.
• Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment, specifically Word, Excel, Access and PowerPoint.
• Skill in coaching and consulting management and executive level employees.
• Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
• Skill in supervising, training, and evaluating assigned staff.
• Ability to communicate effectively, both verbally and in writing.

WORKING CONDITIONS:
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Work is generally performed in an office setting with a moderate noise level. Some work is performed in a Casino setting with exposure to second-hand smoke and a moderate noise level. Evening, graveyard, holiday and/or weekend work may be required. Extended hours and irregular shifts may be required. Tight time constraints and multiple demands are common.
