Director of Human Resources
Overview:
Join our team as the Director of Human Resources at Brookhaven Hospital. We are seeking a dynamic and experienced professional to lead our HR department in developing and implementing strategic HR initiatives to support our organization's growth and success.
Responsibilities:
-Manages the recruiting process in compliance with Federal and State laws.
Maintain records and reports required by Federal and State laws;
Civil Rights Act, FLSA, OSHA, COBRA, etc.
Develops, implements, and interprets Human Resource Policies
and Procedures. Revises Policies and Procedures as needed.
Administers all employee benefit packages, group health, dental,
and life insurance.
Establishes and maintains all legally required human resources records.
Ensures that all records and documents are kept secure and confidential.
Maintains job description master files; notifies other department directors of upcoming performance evaluations.
Monitors orientation for new employees and communicates changes in Human Resources Policies & Procedures, compensation and benefits to employees.
Maintains records on staff competency and reports staff competency data to the Governing Board.
Consults with department directors as needed to ensure that departmental competency assessments are relevant and sufficient for regulatory and accreditation compliance
Coordinates employee recognition program.
MONTHLY ADMINISTRATIVE RESPONSIBILITIES:
Responsible for administrative functions as delegated by the hospital administrator/CEO.
Maintains Administration files.
Assists CEO with development and revision of Administration Policies and Procedures.
Participates in committees and performance improvement
initiatives as requested by Administrator/CEO.
DAILY PAYROLL:
Maintains compliance with applicable Federal and State wage and hour regulations.
Advises other department directors concerning contemplated changes in wages, positions, and work schedules.
Is responsible for production of reports from payroll data, including reports for benefits administration, analysis of payroll expenses, wages subject to premiums or taxes.
In conjunction with the controller, participates in audits as required by insurance companies and regulatory agencies.
Develops, implements, and interprets payroll policies and procedures. Revises policies and procedures as needed.
RISK MANAGEMENT:
Administers and monitors workers’ compensation and unemployment compensation.
Works with the Hospitals’ insurance carriers and the Safety Officer to help ensure a safe environment for patients and a safe workplace for employees.
Participates actively in site visits by insurance carrier representatives. If necessary, writes and implements remedial action plans according to their recommendations.
Provides risk management consultation to other department directors as needed, including review of any current or contemplated policies and procedures with risk management implications.
Serves as Root Cause Analysis (RCA) and Failure Mode Effects Analysis (FMEA) historian and committee member.
REGULATORY AND LEGAL AFFAIRS
Participates in survey visits by representatives of regulatory,accreditation, and licensing bodies. Acts as a resource to department directors for development and implementation of action plans needed to address deficiencies.
Corresponds with representatives of regulatory, accreditation, and licensing bodies, as needed.
Assembles and maintains a library of applicable Human Resource standards and laws. Disseminates information to department directors as needed.
Participates in survey readiness projects, including identifying deficiencies, formulations action plans, and assignment of miscellaneous responsibilities.
FACILITY GOVERNANCE
Serves as an internal consultant to the Board members and department directors concerning delegated functions.
COMPLIANCE
Responsible for reporting and responding to the abuse identified.
Responsible for the grievance process, reporting and resolution in accordance with all applicable federal and state regulations, laws, and standards as designated by the Board of Directors.
Maintains educational and training for all staff within the organization for all aspects of the Compliance Program. Maintains documentation of training and education.
Reporting to the Board of Directors the functions and actions of the organization’s Compliance Program activities.
STAFF SUPERVISION:
Ensures orientation of all department employees within one week of employment; ensures that orientation is documented on orientation checklists. This includes orientation of new employees and orientation of current employees to any changes in job description, or changes in applicable laws, regulations, standards or policies.
Completes injury reports as needed, makes certain that all forms are submitted as required. Accidents investigated as required.
Updates job descriptions of department employees whenever responsibilities change. Provides copies of updated job descriptions to administration. Ensures that affected employees receive copies of the updated job description and sign acknowledgment copies; ensures that signed copies are forwarded to human resources.
Ensures timely evaluation of all department employees. Ensures that new employees receive a 90-day evaluation; ensures that all employees receive timely annual evaluations.
Ensures initial assessment of competence for all non-credentialed employees within one week of employment. Ensures that employees applying meet requirements for employment.
Ensures orientation of any temporary staff utilized in the department and documents the orientation as required by policy.
