The purpose of this job description is to give new employees an overview of what is expected of a HR/Payroll Manager at Jernigan Oil Company, Inc. The following list is not all-inclusive. The position may be asked to perform other duties. The HR/Payroll Manager must report to the Human Resources Director for assistance and guidance.
Key Objectives
- Advising the company on changes in economics and legislation that impact compensation and benefit
- Advising the company in best-in-class processes and technologies
- Being the HRIS expert for compensation, benefits, and reporting
- Being the voice of the compensation and benefits program
- Flawlessly executing payroll
Duties:
- Maintain the integrity and confidentiality of employee files and records
- Enter and File New Hire, Termination, wage changes, and any disciplinary paperwork
- Maintain Employee files in an organized manner
- Assists managers and supervisors with any HR questions they may have
- Manage the payroll process across multiple states to ensure compliance with national rules, regulations and laws. (bi-weekly)
- Provide guidance and oversight on payroll processes including enhancements to workflows and vendor partnerships.
- Oversee administration of all employee benefit programs including health and welfare plans, and defined contribution (401k) retirement plans.
- Manage payroll processing, reconciling 940 & 941 reports & W-2 data, ACA reporting.
- Ensure compensation plans comply with all relevant pay and benefits pay legislation.
- Maintain compliance with all benefits legislations including but not limited to FMLA, PPACA, HIPPA, and COBRA.
- Audit data integrity between HRIS and payroll platforms.
- Audit Payroll Data to ensure accurate payments are processed. (bi-weekly)
- Manage the annual benefits renewal process to assist with research, review changes to current benefits, and create recommendations to senior management based on employee and company needs.
- Assist employees with monthly and annual Open Enrollment
- Manage third party vendor relationships, ensuring that all benefit plans are administered correctly.
- Keep current with new and upcoming legislation, keeping management apprised of developments.
- Partner with Finance and IT on the implementation of new technology to refine payroll processing.
- Partner with the HR to ensure efficient and seamless processes between departments.
- Partner with Finance to complete annual audits and tax registration forms.
- Perform other relevant payroll and benefit duties as assigned.
Qualifications/Requirements:
- Strong computer skills

- Ability to work individuality and in a team setting
- Effective written and oral communication skills
- Must pay attention to detail
- Associates/Bachelor degree in field (preferred)
- Knowledge in ADP (preferred)
- 3-5 years experience in HR
- Familiarity with labor legislation, especially ERISA, COBRA, ACA, Workers Compensation and FMLA
- Proficiency in MS Excel including advanced formulas functions
- Hands-on experience with HRIS or payroll software, preferable with ADP Workforce Now, and payroll platform implementation
- Ability to perform with a high level of confidentiality and professionalism
- Strong system and data flow knowledge, with an ability to learn and adapt to new process flows and software technologies
Physical Requirements:
- Intermittent sitting or standing
- Must be able to lift up to 50 pounds
- Vision abilities required by this job include close vision requirements due to computer work
