The Construction Cost Analyst will work closely with all Disaster Case Managers to review and analyze cost estimates for repairs, and/or rebuilds of the primary residence of a disaster survivor of the LA Wildfires (Eaton, Palisades, Sunset, Hurst). This position is time limited and is estimated to end after two years.
QUALIFICATIONS:
- High School Diploma or GED required.
- Valid California state Contractors License preferred with minimum 3 years professional experience.
- Previous experience providing construction cost estimates required.
- Previous experience in home construction and or major home repair/renovation required.
- Ability to write estimates and complete dwelling valuations required.
- Knowledge of insurance contracts and damage investigation techniques.
- Previous experience in disaster recovery, understanding of Disaster Case Management and Long-Term Recovery Group coordination preferred.
- Ability to prioritize and handle multiple complex tasks.
- Highly motivated self-starter with ability to produce results without extensive supervision.
- Ability to work with and communicate with a wide range of people and exhibit cultural sensitivity with a multicultural client population.
- Ability to develop and maintain strong professional relationships with internal and external stakeholders.
- Ability to work weekends and/or evenings as required.
- Must have daily use of vehicle and driver’s license with clear record.
- Excellent computer skills with Microsoft Office Suite (Microsoft Word, Outlook, Excel, and other relevant programs).
- Excellent written, verbal, and interpersonal communication skills.
- Excellent organizational skills, detail oriented, and reliable to meet deadlines
- Able to maintain professional boundaries.
- Must be able to pass a criminal background check (Live Scan fingerprinting) and drug screen prior to beginning employment.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
- Consult with clients, vendors, personnel in other departments or construction foremen to discuss and formulate estimates and assist clients in resolving issues.
- Analyze blueprints and other documentation for clients to assist by preparing time, cost, materials, and labor estimates.
- Compare and contrast estimates with contractor estimates in-hand from clients to ensure clients are receiving fair and equitable treatment from private contractors, as requested.
- Prepare estimates for assistance to clients in selecting vendors or subcontractors and for purposes such as planning, organizing, and scheduling work.
- Analyze reports to determine nature and extent of loss, type of insurance coverage provided, scope of damage and determination if damage is due to wildfires, delayed maintenance, or both.
- Coordinate with case managers and guide homeowners to assist them in ensuring contractors utilized will perform to preset criteria, meeting all applicable local, state, and federal building codes.
- Inspect and document damage, meet with insured or their representative, promptly and properly develop client record file to provide accurate and timely investigation and loss analysis.
- Maintain and monitor project electronic logs to assist clients in achieving timely movement on their projects as required.
- Prepare cost and expenditure statements and other necessary documentation as per FEMA regulations at regular intervals for the duration of a client project.
- Prepare and maintain database of suppliers, contractors and subcontractors, as a referral base for clients if desired.
- Review material and labor requirements to guide and assist clients in making sound decisions regarding cost effective options. Assist clients in assessing cost effectiveness of products, projects, or services, and guide them in tracking actual costs relative to bids as the project develops.
- Set up cost monitoring and reporting systems and procedures.
- Visit site and record information about access, drainage and topography, and availability of services such as water and electricity.
- Other tasks as assigned.
