Areas of Responsibility
Education/training
- Become the primary point of contact for HSE requirements and activities for the Andover Site. Communicate HSE needs and results to the Site Leadership Team.
- Maintain documentation describing the HSE program (playbooks, procedures, etc.) and records required by JLL, regulation, and the client.
- Complete and maintain Hazard/PPE Assessments for Andover Site activities.
- Create and maintain a regulatory compliance register for the Andover Site.
- Play a lead role in the continued development and refinement of JLL’s HSE culture and training programs at the Andover facility.
- Maintain the Site training matrix; manage and assign the on-line training requirements; and provide JLL required training/presentations as needed on specific topics applicable to the Site employees.
- Ensure that accidents, injuries, near misses/good catches, and other events are captured, and the data is managed and reported. Manage the OSHA 301/300 recordkeeping requirements for the Site. Also, be the Sites Administrator for the JLL Incident Management System.
- Participate with site as needed to lead or support investigations of HSE events, the analysis of root cause(s), support/track the implementation of effective corrective actions, and prepare communications to share the lessons-learned from such events at the Site and across the account operations.
- Perform periodic inspections and LOTO observations as needed while ensuring supervisor competency to perform inspections and LOTO observations.
- Assist in the assurance of compliance with all HSE Sections of the JLL Client Assurance Program (JCAP).
- Support environmental compliance efforts as specified in the JLL/client Master Service Agreement (MSA)/Statement of Work (SOW).
- Support the Site team in rolling out new compliance and best management practices programs.
- Participate in the Site’s high hazard teams identifying opportunities for system and implementation improvements of the site high hazard programs.
- Provide compliance assurance with JLL and regulatory requirements regarding environmental health and safety.
- Work with Operations and Engineering Staff to review and Job Hazard Analyses for defined tasks.
- Provide construction and project EHS oversight
- Support the Operations and Engineering Staff to review JHAs and Contractor HASPs when necessary
- Provide guidance and oversight of environmental recordkeeping and compliance supervision
- Provide back-up support to Shipping/Receiving and act as a regulatory resource in collaboration with the site JLL EHS manager and client EHS manager
- Work with operations and engineering teams to perform hazard (Risk) assessments and evaluations; implement risk reduction/mitigation strategies as appropriate.
- Provide for EHS performance data contributing to account-wide EHS performance dashboard.
- Assess and identify appropriate resources and equipment necessary to fully support EH&S objectives.
- Inspect vendor operations using prescribed protocols.
- Collaborate with JLL vendor partners to assure they operate their businesses in compliance with JLL/Account requirements while on-site.
- Conduct EHS training as required
- Collaborate with site JLL EHS Site Manager to develop and implement Standard Operating Procedures required to meet all EHS compliance for the site. Drive implementation of EHS initiatives regarding high-risk activities such as Confined Space Entry, Electrical Safety, LO/TO and Elevated Work.
- Support incident investigations including root cause analysis if required.
Education/training
- A degree in environmental health and safety, safety management or relevant field.
- A minimum of five years of experience in the implementation and management of EHS programs and management systems, preferably within facility operations.
- Success working with subcontractors/vendors supporting mutual safety objectives.
- Proven track record of success executing high hazard prevention programs; specifically: LO/TO, electrical safety, confined space entry and fall protection.
- A proven track record managing regulatory compliance
- GMP experience a plus.
- Proven record of success with project management skills.
- Broad based knowledge of Environmental, Safety and Occupational Health regulations.
- Good verbal and written communication skills.
- A proven record of making presentations and providing effective training.
- Ability to effectively and cooperatively interface with peers, colleagues and clients.
- Analytical and creative problem-solving skills, and ability to employ intelligent flexibility.
