Senior Intelligence Operations Action Officer - Operational Support and International Programs - Africa and Near East (Geographic Combatant Command Intelligence Support)
Position Summary
Provide the Directors for Defense Intelligence (DDI) within the Under Secretary of Defense for Intelligence and Security USD(I&S), tasked within the Operations Support and International Programs (OSIP) Directorate, Africa and Near East (ANE) Branch to support USD(I&S) requirements for the Secretary of Defense. Assist the USD(I&S) in formulating policy oversight requirements for the Office of the Secretary of Defense (OSD) in support of Warfighter Support requirements, including support to USAFRICOM, USCENTCOM, to include their Partner Engagement responsibilities. Provide Combatant Command Intelligence Support (CCMDIS) for USD(I&S) ANE requirements, as well as being able to frame Defense Collection Posture (DCP) with regards to global posture, in support of the National Defense Strategy (NDS). This position requires being able to frame ANE requirements and policy considerations in context with competing Great Power Competition (GPC) requirements. This position requires assisting the OSIP directorate with Warfighter Support policy requirements required by the Defense Intelligence and Security (DISE) enterprise, to include oversight, implementation planning, and execution of initiatives for the specific geographic CCMD intelligence directorates. These tasks are conducted in coordination with their respective geographic Command JIOCs, Component Commands, Intelligence Combat Support Agencies (CSA), and Military Service intelligence initiatives. Selected staff working in these positions must further ensure timely development of related policies, directives and instructions , along with providing the subject matter expertise to effectively manage USD(I&S)'s oversight role over the Defense Intelligence Enterprise.
Primary Duties and Objectives
- Prepare for the USD(I&S) read ahead summaries and executive level talking points so that the Under Secretary can represent the Defense Intelligence and Security Enterprise (DISE) to the Secretary of Defense.
- Collect inputs from across the DISE, to include Defense Collection Posture (DCP) and distill complex Africa and Near East (ANE) collection and analysis strategies and challenges into executive level correspondence and talking points. This requires the action officer to fully understand the Intelligence Community (IC) and understand how to task or request for inputs from the DISE and IC, often in short order. As such, this requires the action officer to demonstrate well developed social and professional skills required to promote inter-agency cooperation.
- Develop inroads with Under Secretary of Defense for Policy (USDP) staff offices and other Office of the Secretary of Defense (OSD) offices in order to assist the USD(I&S) in keeping the DISE aligned with Secretary of Defense requirements and initiatives.
- Compiling and delivering daily operational updates to the OUSD(I&S) senior leadership.
- Coordinate with Combatant Commands (CCMDs), Military Services and the CSAs, the Joint Staff, other USD(I&S) directorates, and ODNI on enhancing intelligence disciplines to improve competence and capacity
- Cooperatively implement Intelligence Campaign Planning processes to better anticipate threats and plan for intelligence operations
- Developing professional sustainment programs to improve the defense intelligence workforce
- Promote development of strong capabilities for intelligence support to Joint Targeting
- Research, design and / or implement means to improve all source analysis for threats awareness to heighten predictability and improve warning of impending attacks.
- Provide analysis on CCMD intelligence and JIOC capabilities, requirements, policies and resources to recommend solutions or means to mitigate any shortfalls
- Provide support to OUSD(I&S) in its support of the Department's efforts to defeat Improvised Explosive Devices (IED) and their associated networks.
- Action Freedom of Information Act (FOIA) requests assigned to USD(I&S)
- Action Congressionally Directed Activities (CDAs) assigned to USD(I&S).
Enabling Tasks
Qualifications and Education - Must have
o SME with principle level and Flag officer level policy coordination experience and technical skill set in Geographic Combatant Command Intelligence Support.
o SME is required to coordinate across USD(I&S), Combat Support Agencies (CSAs), Office of the Director of National Intelligence (ODNI) and across the Intelligence Community (IC).
Preferred Qualifications
This job is a full time, Monday through Friday position that shall operate year-round.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Limited travel may be required.
