Position Overview

We are seeking a Senior Program Analyst – Research Policy to support strategic initiatives related to the university STEM environment within the Department of Defense (DoD). This role will focus on research policy analysis, interagency collaboration, and the development of materials that inform high-level decision-making. The successful candidate will work closely with DoD leadership and stakeholders across federal agencies, academia, and Congress. This position is contingent upon contract award.

Key Responsibilities

• Contribute to strategic planning and policy development to enhance the university STEM environment, including secure access for students and assessments of policies influencing talent development.
• Analyze and respond to inquiries from Congress, DoD leadership, and other federal agencies related to STEM education and research at universities.
• Assist in the preparation of briefings, reports, legislative proposals, and other documentation on policies impacting the university STEM environment.
• Collect and analyze data and performance metrics relevant to DoD’s engagement with higher education STEM initiatives.
• Coordinate and collaborate with other federal agencies on STEM policy matters.
• Provide support for actions related to Confucius Institutes at institutions of higher education, including compliance with DoD funding prohibitions.
• Assist in the development and implementation of policies upholding scientific integrity within the DoD.
  
  

Qualifications

• Bachelor’s degree required; Master’s degree preferred in public policy, science and technology policy, education policy, or a related field.
• 5 years of experience in research policy, federal program analysis, or STEM-related strategic planning.
• Strong understanding of higher education STEM environments, federal research funding structures, and interagency coordination.
• Excellent written and verbal communication skills, including experience preparing reports and presentations for senior stakeholders.
• Familiarity with legislative processes and experience engaging with Congressional or federal agency inquiries is a plus.
